The 1899 Edinburgh East by-election was a parliamentary by-election for the House of Commons constituency of Edinburgh East in Edinburgh, Scotland held on 23 June 1899. A by-election, also known as a special election in the United States and the Philippines, a bye-election in Ireland, a bypoll in India, or a Zimni election (Urdu: ضمنی انتخاب, supplementary election) in Pakistan, is an election used to fill an office that has become vacant between general elections. A vacancy may arise as a result of an incumbent dying or resigning, or when the incumbent becomes ineligible to continue in office (because of a recall, election or appointment to a prohibited dual mandate, criminal conviction, or failure to maintain a minimum attendance), or when an election is invalidated by voting irregularities. In some cases a vacancy may be filled without a by-election or the office may be left vacant. Edinburgh East (UK Parliament Constituency)
Edinburgh East is a burgh constituency of the House of Commons of the United Kingdom, House of Commons of the Parliament of the United Kingdom. It elects one Member of Parliament (MP) by the first past the post system of election. In present form, the constituency was first used at the 2005 United Kingdom general election, 2005 general election, but there was also an Edinburgh East constituency in existence from 1885 to 1997. Boundaries Edinburgh East is now one of five constituencies covering the City of Edinburgh council area. All are entirely within the city council area. Robert Wallace (Edinburgh MP)
Robert Wallace (24 June 1831 – 6 June 1899) was a British writer who had a varied career as a classics teacher, minister, university professor, newspaper editor, barrister and finally a Member of Parliament for Edinburgh East. Personal life and education Wallace was born on 24 June 1831 at Kincaple near St. Andrews, Fife, and was the second son of Jasper Wallace, a gardener, and Elizabeth Archibald. He was educated at the Geddes Institution, Culross, Fife, and at the University of St. Andrews where he graduated M.A. in 1853. Career Wallace was appointed classical master at Cupar Academy in 1854, shortly after graduating from university. 1895 United Kingdom General Election
The 1895 United Kingdom general election was held from 13 July to 7 August 1895. William Gladstone had retired as Prime Minister the previous year, and Queen Victoria, disregarding Gladstone's advice to name Lord Spencer as his successor, appointed the Earl of Rosebery as the new Prime Minister. Rosebery's government found itself largely in a state of paralysis due to a power struggle between him and William Harcourt, the Liberal leader in the Commons. The situation came to a head on 21 June, when Parliament voted to dismiss Secretary of State for War Henry Campbell-Bannerman; Rosebery, realising that the government would likely not survive a motion of no confidence were one to be brought, promptly resigned as Prime Minister. Colonel Sir George McCrae (28 August 1860 – 27 December 1928) was a Scottish textile merchant and Liberal Party politician. In Scotland he is best remembered for the creation of McCrae's Battalion, also known as the Second Edinburgh Pals Battalion and (officially) the 16th Battalion Royal Scots.
