1897 Edmonton Municipal Election
The 1897 municipal election was held December 13, 1897. This was the last election to elect a full town council for a one-year term, as the 1898 election was conducted under a staggered system. The election was to elect the town council (consisting of a mayor and six aldermen, each elected for a one-year term), five trustees for the public school division and four trustees for the separate school division. 1898 Edmonton Municipal Election
The 1898 municipal election was held December 12, 1898. In previous elections, an entire town council had been elected at once for a one-year term; 1898 marked the beginning of staggered aldermanic terms, such that half of the six aldermen would be elected each year to two-year terms. The mayor continued to be elected annually. Because in the previous election all six aldermen had been elected to a one-year term, it was still necessary to elect six aldermen. However, in order to set up the staggered terms, three were to be elected to one-year terms and three to two-year terms. In addition to the city council, five public school trustees and four private school trustees were elected. Edmonton Town Council
The Edmonton City Council is the governing body of the City of Edmonton, Alberta, Canada. Edmonton currently has one mayor and twelve city councillors. Elections are held every four years. The most recent was held in 2021, and the next is in 2025. The mayor is elected across the whole city, through the First Past the Post plurality voting system. Councillors are elected one per ward, a division of the city, through the First Past the Post plurality voting system. On July 22, 2009, City Council voted to change the electoral system of six wards to a system of 12 wards; each represented by a single councillor. The changes took effect in the 2010 election. Kenneth McLeod
Kenneth Archibald McLeod (September 7, 1858 – July 27, 1940), was a politician in Alberta, Canada and a municipal councillor in Edmonton. He was also the builder of the McLeod Building, the Edmonton's first skyscraper. Early life and career McLeod was born September 7, 1858 in Port Elgin, Ontario. His family moved to Kansas in 1870 and homesteaded near Solomon three years before moving to Lynchburg, Virginia. McLeod worked with his father in the lumber and construction businesses. In 1879, he moved to Winnipeg, where he stayed for two years before setting out for Edmonton August 5, 1881. His journey was on foot, in the company of two other men with three oxen, three Red River carts, a buckboard, and a pony. After ninety-one days of travel, he arrived in Edmonton November 3. James Ross (Alberta Politician)
James Ross (August 14, 1851 – June 21, 1936) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Biography Ross was born August 14, 1851, in Toronto. He received his apprenticeship in tinsmithing and worked as a journeyman. He moved to Edmonton in 1878 and established a tinshop in 1882. In 1883, he created the Ross Brothers general hardware store with his brother, Frederick. They sold the business in 1912. He was director of the Western Canadian Vinegar Company and Vice President of the Alberta Milling Company. James Ross married Ellen McBeath of Edmonton; the pair had seven children. He was active with the Freemasons, Methodist Church, and the Liberal Party of Alberta. In 1892, Ross ran for alderman on Edmonton's first town council. Joseph Henri Picard
Joseph Henri Picard (February 18, 1857 – May 23, 1934) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Picard was born in Saint-Jean-de-Matha, Quebec on February 18, 1857. He apprenticed as a carpenter before coming west in 1884 to Fort Qu'Appelle, Saskatchewan, Fort Qu'Appelle and then Regina, Saskatchewan, Regina. In Calgary, he met Father Albert Lacombe, who suggested to him that he move to Edmonton, which he did in 1887. Once in Edmonton, he opened a general store, Larue & Picard; it was sold in 1907 when both he and his partner retired. In 1903, he married Martine Voyer. The couple had two sons. Thomas Hourston
Thomas Hourston (February 12, 1854 – April 11, 1905) was a politician from Alberta, Canada and a municipal councillor in Edmonton. Biography Hourston was born in Birsay, Orkney, Scotland and emigrated to Canada as a young man. He settled in Edmonton, at the time just a pioneer settlement. Once in Edmonton, he became manager of Norris & Carey, the store co-owned by Edward Carey. In 1881 he married Maria Annal; they had two children, one of whom died in infancy. William Humberstone
William Humberstone (October 20, 1836 – April 2, 1922) was a Canadian businessman and politician. He was a municipal councillor in Edmonton, Alberta. Biography Humberstone was born in Niagara Region, Ontario in 1836. He moved to Winnipeg, Manitoba in the 1870s, and in July 1880 left for Edmonton on foot with an ox and a Red River cart. He arrived three months later. Soon after his arrival in Edmonton, he started a coal mine on the banks of the North Saskatchewan River (near today's Chinatown) and a brickyard in Riverdale, under the name Humberstone Brick & Coal Company. He also went into partnership with John Walter to operate a sawmill, under the name Walter & Humberstone. This partnership ended in 1901. He was elected to the Edmonton Town Council as an alderman in the 1897 municipal election, finishing sixth of nine candidates, (the election was conducted using Plurality block voting). Phillip Heiminck
Phillip Heimink (May 17, 1849 – September 11, 1922) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Biography Heiminck was born in Simcoe, Ontario, and moved to Winnipeg in 1870. There he married Isabella Green in 1873 and was involved in mercantilism before moving to Edmonton in 1881. In 1883 he moved to Fort Saskatchewan for ten years, returning to Edmonton in 1893. Upon his return, he engaged in real estate, building among other things the so-called "Heiminck Block" in downtown Edmonton. Joseph Gariépy
Joseph Hormidas Gariépy (December 3, 1852 – July 6, 1927) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Biography Gariépy was born in L'Assomption County, Canada East on December 3, 1852. At age sixteen, he moved to Montreal where he lived for twenty-four years, working in the grocery business. He married Etudienne Boissoneault in 1872. The pair would have seven children; two of these, Wilfred and Charles, would enter politics themselves. In 1893 Joseph Gariépy moved to Edmonton bought a block of land for $1200 - the most expensive real estate traded in Edmonton to that date. On it, he opened a general store known successively as Gariépy & Chenier, Gariépy & Borsseau, and Gariépy & Lessard; a second store in Morinville followed in 1908. Thomas Bellamy
Thomas Bellamy (June 6, 1853 – October 11, 1926) was a politician in Alberta, Canada and a municipal councillor in Edmonton. Bellamy was born at Canada West, which would later be the province of Ontario. The son of an English immigrant, he entered the woodworking industry after finishing school. After returning to farming briefly, he moved to Manitoba where established an agricultural product dealing business and later worked for the Massey Harris agricultural supply company. His employment with that company would bring him to Edmonton where he continued to work for them until he left to start his own business, the Bellamy Company, which manufactured agricultural products, establishing himself as a prominent Edmonton businessperson. Involved with civic affairs upon his arrival in Edmonton, Bellamy would serve terms on the school board, and eventually city council, being first elected in 1895.
