In 1865, Macartney's works was relocated to Nanjing, known as and was given the title of Nanking Manufacturing Bureau or Nanking Arsenal. Since 1866 when Zeng assumed the post of Governor-General, the office was held concurrently with that of the Superintendent of Trade for the Southern Ports.
