Akim
An ''akim'' (, , әкімдер / ''äkimder''; ; , ) is the head of a local government in Kazakhstan and Kyrgyzstan. ''Akim'' is derived from the Arabic word '' hakim'', which means "ruler" or "governor". Definitions Kazakhstan In Kazakhstan, an ''äkim'' is the head of an ''äkimdik'', a municipal, district, or provincial government (''äkimdik''), and serves as the Presidential representative. ''Äkims'' of regions and cities are appointed to the post by the President on the advice of the Prime Minister. Meanwhile, the ''äkims'' of other administrative and territorial units are appointed or selected to the post in an order defined by the President. He may also dismiss äkims from their posts. Powers of ''äkims'' ends with the introduction into the post of new-elected president of the republic. Atyrau Region
Atyrau Region (; ) formerly known as Guryev Region () until 1991, is one of the regions of Kazakhstan, in the western part of the country around the northeast of the Caspian Sea. Its capital is the city of Atyrau, with a population of 355,117; the region itself has a population of 681,241, of which Kazakhs make up more than 90%. History The Turan lowlands of Atyrau Region were the central homeland for the Malkar "Hun" dynasties of late antiquity. Geography With an area of 118,600 square kilometers, it is the second-smallest region in Kazakhstan ( Turkistan Region is the smallest). Serikbek Zhusupbekovich Daukeev (, ''Serıkbek Jüsıpbekūly Däukeev'') is a Kazakh politician and geologist, who held various ministerial and äkimship positions and was the President of the Kazakhstan Academy of Sciences. Biography After graduation from Kazakh Polytechnic Institute named after Lenin (currently – Satbayev University) in Alma-Ata in 1972 with a degree in Mining Engineering and Geophysics, he joined a land seismic seismic crew. By 1983, he had already become the Chief Engineer of Kazgeofizika (Alma-Ata Geophysical Exploration Company). In 1986 Serikbek Daukeev came to the helm of Alma-Ata Geophysical Exploration Company after completing a program in Setting Up Industrial Production under the aegis of the Ministry of Geology of the USSR.
