Émile Wangermée
Émile Antoine Marie Wangermée (1855–1924) was a Belgian civil servant and vice governor-general of Congo Free State from 11 April 1897 until December 1897. Wangermée was Representative of the Comité Spécial du Katanga (CSK), effectively governor of Katanga, from 26 July 1906 until 1908, when he was replaced by Léon Tonneau (1863–1919). He was again CSK Representative from 1909 to 1 September 1910, when he became governor of Katanga, holding office until 21 March 1917. This is a list of European colonial administrators responsible for the territory of the Congo Free State and Belgian Congo (today the Democratic Republic of the Congo). International Association of the Congo Prior to the creation of the Congo Free State, the International Association of the Congo (IAC) had signed treaties with over 300 native Congolese chiefs and in effect exercised sovereignty over a large area of the Congo Basin. The IAC was headquartered in Belgium and run by a committee under the presidency of Maximilien Strauch. The Special Committee of Katanga (french: Comité Spécial du Katanga, or CSK) was a parastatal body created in 1900 by the Congo Free State and the Compagnie du Katanga. At first it was responsible for administering the huge Katanga Province on behalf of the Free State and for exploiting the province's mineral resources. Mineral exploration and mining were soon delegated to separate companies. After the Belgian Congo took over from the Free State in 1908, the CSK handed over its administrative powers to the provincial government. However, as a parastatal it remained responsible for many aspects of development in Katanga until independence in 1960, when it was dissolved. Katanga Province
Katanga was one of the four large provinces created in the Belgian Congo in 1914. It was one of the eleven provinces of the Democratic Republic of the Congo between 1966 and 2015, when it was split into the Tanganyika Province, Tanganyika, Haut-Lomami, Lualaba Province, Lualaba, and Haut-Katanga provinces. Between 1971 and 1997 (during the rule of Mobutu Sese Seko when Congo was known as Zaire), its official name was Shaba Province. Katanga's area encompassed . Lieutenant General Charles Tombeur, 1st Baron of Tabora (4 May 1867 – 2 December 1947) was a Belgian military officer and colonial civil servant. As well as holding several major administrative positions in the Belgian Congo, he is particularly known for his role as commander of the Belgian colonial military, the ''Force Publique'', during the first years of World War I. His military career culminated in the capture of Tabora in German East Africa in September 1916. Biography Tombeur was born in Liège, Belgium in 1867 and enlisted in the Belgian Army at the age of 16. He was later admitted to the Belgian Royal Military Academy in Brussels, graduating in 1898. In 1902, he enlisted for service in the Congo Free State, a quasi-independent state controlled by Belgium's monarch Leopold II, as a junior officer in the ''Force Publique''.
