Wireless Information System For Emergency Responders
Wireless Information System for Emergency Responders (WISER) is a system to assist first responders in identification of hazardous materials during a response. The system was created by the United States National Library of Medicine. Capabilities WISER has the most likely encountered entries from the Hazardous Substance Data Bank. It simplifies the data with an interface to easily help identify unknown substances. Known substances can be searched for through a variety of different means including: UN number, CAS number, and Science Transportation Commodity Code (STCC) number. The system provides health effects, an overview of treatments and occupational exposure levels. First Responders
A first responder is a person with specialized training who is among the first to arrive and provide assistance or incident resolution at the scene of an emergency, such as an accident, disaster, medical emergency, structure fire, crime, or terrorist attack. First responders typically include law enforcement officers (commonly known as police officers), paramedics, emergency medical technicians, and firefighters. In some jurisdictions, emergency department personnel, such as doctors and nurses, are also required to respond to disasters and critical situations, designating them first responders; in other jurisdictions, military and security forces may also be authorized to act as first responders. Dangerous goods, abbreviated DG, are substances that when transported are a risk to health, safety, property or the environment. Certain dangerous goods that pose risks even when not being transported are known as hazardous materials ( syllabically abbreviated as HAZMAT or hazmat). Hazardous materials are often subject to chemical regulations. UN Number
A UN number (United Nations number) is a four-digit number that identifies hazardous materials, and articles (such as explosives, flammable liquids, oxidizers, toxic, toxic liquids, etc.) in the framework of international trade and transport. Some hazardous substances have their own UN numbers (e.g. acrylamide has UN 2074), while sometimes groups of Chemical substance, chemicals or products with similar properties receive a common UN number (e.g. flammable Liquid, liquids, not otherwise specified, have UN 1993). CAS Number
A CAS Registry Number (also referred to as CAS RN or informally CAS Number) is a unique identification number assigned by the Chemical Abstracts Service (CAS), US to every chemical substance described in the open scientific literature. It includes all substances described from 1957 through the present, plus some substances from as far back as the early 1800s. It is a chemical database that includes organic and inorganic compounds, minerals, isotopes, alloys, mixtures, and nonstructurable materials (UVCBs, substances of unknown or variable composition, complex reaction products, or biological origin). CAS RNs are generally serial numbers (with a check digit), so they do not contain any information about the structures themselves the way SMILES and InChI strings do. The ''Emergency Response Guidebook:'' ''A Guidebook for First Responders During the Initial Phase of a Dangerous Goods/Hazardous Materials Transportation Incident'' (ERG) is used by emergency response personnel (such as firefighters, paramedics and police officers) in Canada, Mexico, and the United States when responding to a transportation emergency involving hazardous materials. First responders in Argentina, Brazil, and Colombia have recently begun using the ERG as well.
