West Virginia's 1st Senate District
West Virginia's 1st Senate district is one of 17 districts in the West Virginia Senate. It is currently represented by Republican Ryan Weld and Republican Laura Wakim Chapman . All districts in the West Virginia Senate elect two members to staggered four-year terms. Geography District 1 is based in the Northern Panhandle, covering all of Brooke, Hancock, and Ohio Counties and parts of Marshall County. It includes the communities of Wheeling, Chester, New Cumberland, Weirton, Follansbee, Wellsburg, West Liberty, and Bethlehem. The district is located entirely within West Virginia's 2nd congressional district, and overlaps with all or part of the 1st through 7th districts of the West Virginia House of Delegates. Ryan Ferns
Ryan James Ferns (born December 2, 1982) is an American politician from the state of West Virginia. He was a member of the West Virginia Senate for the 1st district. Ferns was defeated for reelection in 2018 by Democratic candidate William J. Ihlenfeld II. Biography Ferns was first elected to the West Virginia House of Delegates in 2010, as a member of the Democratic Party. On April 20, 2012, he was arrested for drunken driving in Wheeling, Virginia. On April 23, 2012, he entered a guilty plea and paid a $500 fine. Ferns' blood-alcohol level was 0.22, nearly three times West Virginia's legal limit. That year, he was reelected by 280 votes. Owens Brown
Owens Brown is an American politician and activist serving as a member of the West Virginia Senate from the 1st district. He was appointed in September 2021, succeeding incumbent Democrat William Ihlenfeld, who retired to become the U.S. Attorney for the Northern District of West Virginia. Upon his appointment, Brown became the first African American man to serve in the West Virginia Senate. Brown also became just the second Black member in the Senate after Marie Redd. Randal "Randy" Duane Swartzmiller (born May 14, 1960) is an American politician and a former Democratic member of the West Virginia House of Delegates representing the 1st district from 2000 until his defeat for re-election in 2014. Swartzmiller again served in the House of Delegates from 2018 to 2020, when he left to be an unsuccessful candidate for the West Virginia Senate.
