WVAW-LD (channel 16) is a low-power television station in Charlottesville, Virginia, United States, affiliated with ABC. It is owned by Lockwood Broadcast Group alongside dual CBS/Fox affiliate WCAV (channel 19). Both stations share studios on Rio East Court in Charlottesville, while WVAW-LD's transmitter is located on Carters Mountain south of the city. It is a translator of dual NBC/ CW+ affiliate WVIR-TV (channel 29) which is owned by Gray Television. WVIR-CD's transmitter is located on Carters Mountain south of Charlottesville; its parent station maintains studios on East Market Street ( US 250 Business) in downtown. The Balanced Budget Act of 1997 () was an omnibus legislative package enacted by the United States Congress, using the budget Reconciliation (U.S. Congress), reconciliation process, and designed to balance the federal budget by 2002. This act was enacted during Bill Clinton's second term as president. According to the Congressional Budget Office, the act was to result in $160 billion in spending reductions between 1998 and 2002. After taking into account an increase in spending on Welfare and Children's Healthcare, the savings totaled $127 billion. Founded in 1946 by James Harrison Gray as Gray Communications Systems, the company owns or operates 180 stations across the United States in 113 markets.
