WTSJ-LD (channel 38) is a low-power television station in Milwaukee, Wisconsin, United States, owned by Innovate Corp. The station's transmitter is located at the Milwaukee PBS tower on North Humboldt Boulevard in Milwaukee's Estabrook Park neighborhood. History Early license establishment WTSJ-LD has its origins in a construction permit for a low-power television station on channel 55 in Ludington, Michigan, which the Federal Communications Commission (FCC) granted to Richard L. Bourassa on May 31, 1995 and issued the call sign W55CG. Bourassa sold the station to MS Communications on November 16, 2000. A month later, MS filed for a license to cover the permit, which was granted on February 16, 2001; on May 24, the company obtained a construction permit to move the station to channel 53 in Milwaukee as W53CC. WZCK-LD (channel 8) is a low-power television station in Madison, Wisconsin, United States, as an affiliate of Salem News Channel. The station is owned and operated by Innovate Corp. alongside W23BW-D (channel 23). WZCK also carries a slate of digital networks on its sub-channels. History WZCK was originally known as W08CK, and broadcast a low-power analog television signal on channel 8. The station was owned by the Science of Identity Foundation, a new religious movement with Hindu roots, and broadcast music, some religious programming, and a station ID from a transmitter atop the Tenney Building near the Wisconsin State Capitol and a signal only strong enough to cover the central Madison Isthmus and the UW campus. KBTU-LD (channel 23) is a low-power television station in Salt Lake City, Utah, United States, owned by Innovate Corp. The station's transmitter is located atop Kesler Peak. KBTU-LD is available over the air and on local cable but not on any of the satellite services. History The original construction permit was applied by Airwaves Broadcasting LLC in Park City, Utah, in 2002. Bustos Media used to own the station; until March 2009, when it slashed nearly all of its longform local programming in response to the Great Recession, it had several local programs, including a morning show, (''Waking Up Utah''), that had been on the air since 2006, as well as daily local newscasts that were canceled when the main anchor went on maternity leave. MS Communications
MS Communications, LLC held low-power television licenses and construction permits in several U.S. states during the 2000s. At one point MS Communications held the second-highest number of LPTV allocations in the United States, but nearly all of the stations remained unbuilt or dark. Company president Mark Silberman said that he has intended to start a wireless cable service over LPTV, and had begun acquiring stations as early as 1992. Most of the licenses were acquired in 2000, though direct-broadcast satellite television made the company's original plans obsolete. By 2005, over 200 LPTV station licenses or construction permits were transferred to MS Communications, and MS Communications had the second-highest number of LPTV licenses in the United States, but no stations had operated with more than a test pattern.
