Active during the Bosnian War from 1992 to 1995, it continued to exist as the armed forces of RS, one of two entities making up Bosnia and Herzegovina, until 2006 when it was integrated into the Armed Forces of Bosnia and Herzegovina. Forces of the VRS engaged in a number of campaigns, including Operation Corridor 92, Operation Vrbas '92, Operation Bura, and Operation Spider; they were also involved in the siege of Sarajevo, as well as the Srebrenica massacre. Military Revolutionary Council
The Military Revolutionary Council (russian: Военно-революционный Совет , VRS) was the ''de facto'' executive of the Makhnovshchina, empowered to act during the interim between sittings of the Regional Congresses. Function Its powers covered both military and civil matters in the region, although it was also subject to instant recall at the will of the Regional Congress and its activities were limited to those explicitly outlined by the Congresses themselves. At each Regional Congress, the VRS was to provide detailed reports of its activities and subjected itself to reorganization. When it came to the decisions of local soviets and assemblies, the VRS presented itself as a solely advisory board, with no power over the local bodies of self-government. The VRS also functioned as the supreme body of the Revolutionary Insurgent Army, acting in concert with its elected general staff and in consultation with insurgent detachments, thus "representing th ...

Vortex Ring State
The vortex ring state (VRS) is a dangerous aerodynamic condition that may arise in helicopter flight, when a vortex ring system engulfs the rotor, causing severe loss of lift. The vortex ring state is sometimes referred to as settling with power. The Federal Aviation Administration (FAA) sees these terms as synonymous, whereas Transport Canada sees them as two different phenomena. A vortex ring state sets in when the airflow around a helicopter's main rotor assumes a rotationally symmetrical form over the tips of the blades, supported by a laminar flow over the blade tips, and a countering upflow of air outside and away from the rotor. In this condition, the rotor falls into a new topological state of the surrounding flow field, induced by its own downwash, and suddenly loses lift. Since vortex rings are surprisingly stable fluid dynamical phenomena (a form of topological soliton), the best way to recover from them is to laterally steer clear of them, in order to re-establish l ...
