Vest (English: ''West'') is a development regions of Romania, development region in Romania created in 1998. As with the other development regions, it does not have any administrative powers. Human Development Index
The Human Development Index (HDI) is a statistical composite index of life expectancy, Education Index, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of Human development (humanity), human development. A country scores a higher level of HDI when the life expectancy at birth, lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. It was developed by Pakistani economist Mahbub ul-Haq and was further used to measure a country's development by the United Nations Development Programme (UNDP)'s Human Development Report Office. Development Regions Of Romania
The development regions of Romania () refer to the eight regional divisions created in Romania in 1998 in order to better co-ordinate regional development as Romania progressed towards accession to the European Union (EU). The development regions correspond to NUTS 2-level divisions in EU member states. Despite becoming increasingly significant in regional development projects, Romania's development regions do not actually have an administrative status and do not have a legislative or executive council or government. Rather, they serve a function for allocating EU PHARE funds for regional development, as well as for collection of regional statistics.
