Vape Regulation Bill
The Vaporized Nicotine and Non-Nicotine Products Regulation Act, officially recorded as Republic Act No. 11900, is a law in the Philippines which aims to regulate the "importation, sale, packaging, distribution, use and communication of vaporized nicotine and non-nicotine products and novel tobacco products", such as electronic cigarettes and heated tobacco products. It lapsed into law on July 25, 2022. As a proposed measure, the law was known as the Vape Regulation Bill. Background and history In 2015, the Global Adult Tobacco Survey reported 16.5 million Filipinos smoke tobacco. Tobacco smoking is the leading cause of preventable disease worldwide and generates more illness and premature death than any other avoidable cause. The Congress of the Philippines ( fil, Kongreso ng Pilipinas, italic=unset) is the legislature of the national government of the Philippines. Nationwide Smoking Ban Order (Philippines)
Executive Order No. 26, entitled Providing for the Establishment of Smoke-Free Environments in Public and Enclosed Places, was issued by Philippine President Rodrigo Duterte on May 16, 2017. This executive order invoked the Clean Air Act of 1999 and the Tobacco Regulation Act of 2003 to impose a nationwide ban on smoking in all public places in the Philippines. The ban replicates on a national level an existing ordinance in Davao City that Duterte created as mayor in 2002. The order took effect on July 23, 2017, 60 days after its publication in a newspaper. Nicotine Pouch
Nicotine pouches (also called modern oral nicotine products) are white pouches containing nicotine among other ingredients. They do not include tobacco leaf, dust, or stem. The nicotine may either be derived from tobacco plants or may be synthetic. Nicotine pouches are described as either similar to or a tobacco-free version of snus. To use a nicotine pouch, the user puts a pouch between the upper lip and gum, and leaves it there while the nicotine and taste is being released. When finished, the pouch is disposed of. Snus ( , ) is a tobacco product, originating from a variant of dry snuff in early 18th-century Sweden. It is placed between the upper lip and gum for extended periods, as a form of sublabial administration. Snus is not fermented.
