United Nations Security Council resolution 1239, adopted on 14 May 1999, after recalling resolutions United Nations Security Council Resolution 1160, 1160 (1998), United Nations Security Council Resolution 1199, 1199 (1998) and United Nations Security Council Resolution 1203, 1203 (1998), the Council called for access for the United Nations and other humanitarian personnel operating in Kosovo to other parts of the Federal Republic of Yugoslavia (Serbia and Montenegro). United Nations Security Council Resolution 1160
United Nations Security Council resolution 1160, adopted on 31 March 1998, after noting the situation in Kosovo, the council, acting under Chapter VII of the United Nations Charter, imposed an arms embargo and economic sanctions on the Federal Republic of Yugoslavia, hoping to end the use of excessive force by the government. Some countries had suggested a comprehensive arms embargo to be imposed against Serbia and Montenegro, including Kosovo. The Security Council condemned the violence that the Serbian police used against peaceful demonstrators, and the terrorist acts of the Kosovo Liberation Army. Yugoslavia was urged to seek a political solution to the conflict, while the Kosovar Albanians were called upon to condemn all terrorist actions and pursue their goals through peaceful means. Internally Displaced Person
An internally displaced person (IDP) is someone who is forced to leave their home but who remains within their country's borders. They are often referred to as refugees, although they do not fall within the legal definitions of a refugee. At the end of 2014, it was estimated there were 38.2 million IDPs worldwide, the highest level since 1989, the first year for which global statistics on IDPs are available. As of 3 May 2022 the countries with the largest IDP populations were Ukraine (8 million), Syria (7.6 million), Ethiopia (5.5 million), the Democratic Republic of the Congo (5.2 million), Colombia (4.9 million), Yemen (4.3 million), Afghanistan (3.8 million), Iraq (3.6 million), Sudan (2.2 million), South Sudan (1.9 million), Pakistan (1.4 million), Nigeria (1.2 million) and Somalia (1.1 million). Yugoslav Wars
The Yugoslav Wars were a series of separate but related Naimark (2003), p. xvii. ethnic conflicts, wars of independence, and insurgencies that took place in the SFR Yugoslavia from 1991 to 2001. The conflicts both led up to and resulted from the breakup of Yugoslavia, which began in mid-1991, into six independent countries matching the six entities known as republics which previously composed Yugoslavia: Slovenia, Croatia, Bosnia and Herzegovina, Montenegro, Serbia, and North Macedonia (previously named ''Macedonia''). Yugoslavia's constituent republics declared independence due to unresolved tensions between ethnic minorities in the new countries, which fuelled the wars. Kosovo War
The Kosovo War was an armed conflict in Kosovo that started 28 February 1998 and lasted until 11 June 1999. It was fought by the forces of the Federal Republic of Yugoslavia (i.e. Serbia and Montenegro), which controlled Kosovo before the war, and the Kosovo Albanian rebel group known as the Kosovo Liberation Army (KLA). The conflict ended when the North Atlantic Treaty Organization (NATO) intervened by beginning air strikes in March 1999 which resulted in Yugoslav forces withdrawing from Kosovo. The KLA was formed in the early 1990s to fight against Serbian persecution of Kosovo Albanians, with the goal of uniting Kosovo into a Greater Albania. It initiated its first campaign in 1995 when it launched attacks against Serbian law enforcement in Kosovo. Kosovo Status Process
The political status of Kosovo, also known as the Kosovo question, is the subject of a long-running political and territorial dispute between the Serbian (and previously, Yugoslav) government and the Government of Kosovo, stemming from the breakup of Yugoslavia (1991–92) and the ensuing Kosovo War (1998–99). In 1999, the administration of the province was handed on an interim basis to the United Nations under the terms of UNSCR 1244 which ended the Kosovo conflict of that year. That resolution reaffirmed the territorial integrity of Serbia over Kosovo but required the UN administration to promote the establishment of 'substantial autonomy and self-government' for Kosovo pending a 'final settlement' for negotiation between the parties. Breakup Of Yugoslavia
The breakup of Yugoslavia occurred as a result of a series of political upheavals and conflicts during the early 1990s. After a period of political and economic crisis in the 1980s, constituent republics of the Socialist Federal Republic of Yugoslavia split apart, but the unresolved issues caused bitter inter-ethnic Yugoslav wars. The wars primarily affected Bosnia and Herzegovina, neighbouring parts of Croatia and, some years later, Kosovo. After the Allied victory in World War II, Yugoslavia was set up as a federation of six republics, with borders drawn along ethnic and historical lines: Bosnia and Herzegovina, Croatia, Macedonia, Montenegro, Serbia, and Slovenia. 1999 NATO Bombing Of Yugoslavia
The North Atlantic Treaty Organization (NATO) carried out an aerial bombing campaign against the Federal Republic of Yugoslavia during the Kosovo War. The air strikes lasted from 24 March 1999 to 10 June 1999. The bombings continued until an agreement was reached that led to the withdrawal of Yugoslav armed forces from Kosovo, and the establishment of the United Nations Interim Administration Mission in Kosovo, a UN peacekeeping mission in Kosovo.
