The United States federal Transportation Equity Act for the 21st Century (TEA-21) is a federal transportation bill enacted June 9, 1998, as and . Because Congress could not agree on funding levels, the Act, which had continued past 2003 by means of temporary extensions, was allowed to lapse. Bud Shuster
Elmer Greinert "Bud" Shuster (; born January 23, 1932) is an American politician who represented Pennsylvania's 9th congressional district in the United States House of Representatives as a Republican from 1973 to 2001. He is best known for his advocacy of transportation projects, including Interstate 99. Early life and career Shuster was born in the Pittsburgh suburb of Glassport, Pennsylvania, the son of Grace (née Greinert) and Prather Leroy Shuster. He received his B.A. from the University of Pittsburgh in 1954, where he became a member of Sigma Chi, an M.B.A. from Duquesne University in 1960, and a Ph.D. from American University in 1967. Shuster's official congressional biography states that he served in the United States Army from 1954 to 1956. However, he was the author of several books, one of which was titled ''Believing in America'' published in 1983.
