Title X
The Family Planning Services and Population Research Act of 1970 (enacted as 'Title X'' of Public Health Service Act) is the only federal grant program dedicated to providing individuals with comprehensive family planning and related preventive health services. It was signed into law under by President Richard Nixon on December 24, 1970. Title X is legally designed to prioritize the needs of low-income families or uninsured people (including those who are not eligible for Medicaid) who might not otherwise have access to these health care services. United States Public Health Service
The United States Public Health Service (USPHS or PHS) is a collection of agencies of the Department of Health and Human Services which manages public health, containing nine out of the department's twelve operating divisions. The assistant secretary for health oversees the PHS.
