Stratford District is a territorial authority district in the North Island of New Zealand. The Stratford District Council is headquartered in the only town, Stratford. The district is divided between the Manawatū-Whanganui region (including the settlements of Whangamōmona, Marco and Tahora, 31.87% of its land area) and the Taranaki region (68.13% of its land area). A district in New Zealand is a territorial authority area governed by a district council as a second-tier of local government in New Zealand, below regional councils. They were formed as a result of the local government reforms in 1989. There are 53 districts in New Zealand, and they do not include the 12 city councils, the Auckland Council, and the Chatham Islands Council. District councils serve a combination of rural and urban communities, while city councils administer the larger urban areas. Three districts ( Gisborne, Tasman, and Marlborough) are unitary authorities also performing the functions of a regional council. 1989 Local Government Reforms
The 1989 New Zealand local government reform was the most significant reform of local government in New Zealand in over a century. Some 850 local bodies were amalgamated into 86 local authorities, made up of regional and territorial levels. Background The last major local government reform was carried out through the abolition of provincial government. With effect of 1 January 1877, local government was vested in elected borough and county councils. The Counties Bill of 1876 created 63 counties out of the rural parts of the former provinces. Over the years, many new bodies were set up. Some of these bodies were multi-purpose, whilst others (for example harbour boards) were single-purpose. The Local Government Act 1974 consolidated the previous law relating to local government that applied to territorial local authorities, regional and district council bodies. Michael Freeman (chess Player)
Michael Roy Freeman (born 9 December 1960) is a New Zealand chess player. He was NZ Correspondence Champion in 1979/80 and 1983/84, and earned a NZ Correspondence Chess Master title. In 1995 he gained an International Correspondence Master title (2450 level) and in 2003 he won the International Correspondence Chess Federation (ICCF) 50th anniversary IM-D event and gained a Senior International Master title. Over the board Freeman has represented NZ in chess at the 1996 Chess Olympiad and the 1983, 1993 and 1995 Asian Teams events and was NZ Team Captain for four Chess Chess Olympiad, Olympiads (1994, 1996, 1998, 2000) and a member of the Fédération Internationale des Échecs, FIDE Executive Board from 1998 to 2002. Wayne Kimber
Wayne Allan Kimber (1949 – 22 May 2004) was a New Zealand politician of the New Zealand National Party, National Party. He was born in Auckland in 1949. Professional career Kimber was a town planner by profession and worked for Gisborne, New Zealand, Gisborne City Council. His research led to the establishment of the Greater East Cape Tourism Council, which was renamed to Eastland Tourism Council and then Tourism Eastland. He went to Waipawa in 1997, where he had an executive role with Central Hawke's Bay District, Central Hawke's Bay District Council, including its acting chief executive. William George Malone
Lieutenant Colonel William George Malone (24 January 1859 – 8 August 1915) was an officer in the New Zealand Expeditionary Force who served in the First World War. He commanded the Wellington Infantry Battalion during the Gallipoli Campaign, and was killed in action by friendly fire during the Battle of Chunuk Bair. Born in England, Malone emigrated to New Zealand in 1880 and joined the New Zealand Armed Constabulary. After two years service in the Taranaki region, he worked at Ōpunake and later took up farming on land he bought with his brother near Stratford. He studied to become a lawyer and worked in New Plymouth in partnership with other lawyers but later set up his own practice in Stratford. A volunteer in New Zealand's militia, he helped raise the Stratford Rifle Volunteers. Brian Jeffares
Brian Robert Jeffares is a New Zealand local-body politician. He is an elected member of Taranaki Regional Council and the Taranaki District Health Board, and was mayor of Stratford from 1998 to 2007. Jeffares has a background in building and real estate, and also some radio work. Jeffares and his wife Diann have three children. David Walter (New Zealand Politician)
David Ernest Walter (25 November 1939 – 5 September 2020) was a New Zealand politician and journalist. He was the first mayor of Stratford District Council (1989–1998) and also served as chairman of both of the Taranaki Regional Council (2001–2007) and the Stratford County Council (1983–1989). Early life and family Walter was born on 25 November 1939 in Straftord, the son of Anita Walter (née Frethey) and Edward Ernest Walter. He was the grandson of former County Chairman and Member of Parliament Edward Walter, brother of former diplomat Neil Walter, nephew of All Black Jack Walter, and cousin of All Black Alan Smith. Edward Walter
Edward Walter (15 January 1866 – 30 January 1932) was a New Zealand politician from Taranaki. Life Walter was born on 14 January 1866 in Stratton, Cornwall, England, and baptised on 8 February 1866, in Stratton Parish Church. He was the son of John Walter and Nancy Player Smith, who married on 4 April 1865, in Bude Haven Parish, Cornwall. His father was a yeoman, of Kilkhampton. At the time of his son's baptism he was recorded as an Inn Keeper, the same occupation as his father-in-law. Edward Walter married Louise King Jones in 1901 in New Zealand, and they had five children. She died at 36 years of age in 1910. He later married Bella Reid Young in 1917, and they had five children. in 1866. He came to New Zealand in 1886 and lived for one year in the Waikato and in the Hawke's Bay Region. Percy Thomson
Percy Thomson (17 November 1884 – 24 August 1962) was a New Zealand lawyer and politician. He served as mayor of Stratford from 1929 to 1933, and again from 1938 to 1947. Early life and family Born in Dunedin on 17 November 1884, Thomson was the son of William Thomson and Elizabeth Sarah Thomson (née Halliwell). He received his secondary education in Dunedin and Sydney. Thomson moved to Hawera in 1900 to work as a clerk with his uncle, Herbert Theodore Halliwell, a lawyer. From 1950 to 1910, he was a clerk at Adams Brothers law firm in Dunedin, before entering legal practice himself in Stratford in 1910 under the firm of Halliwell and Thomson.
