Southeast Crescent Regional Commission
The Southeast Crescent Regional Commission (SCRC) is one of seven federal regional commissions and authorities authorized by the United States Congress to address instances of major economic distress in certain defined socioeconomic regions. Origins The SCRC was created by the 2008 U.S. Farm Bill, which also created the Northern Border Regional Commission (NBRC) and the Southwest Border Regional Commission. All three commissions share common authorizing language modeled after the Appalachian Regional Commission (ARC). The SCRC received regular appropriations of $250,000 annually from FY2010 through FY2020 but did not form during that time due to the absence of an appointed federal co-chair. Delta Regional Authority
The Delta Regional Authority (DRA) is a Federal-State partnership whose mission it is to improve the quality of life for the residents of the Mississippi Delta. The Delta Regional Authority serves 252 counties and parishes in parts of eight states: Alabama, Arkansas, Illinois, Kentucky, Louisiana, Mississippi, Missouri, and Tennessee. Led by a Federal Co-Chairman appointed by the President and the governors of the eight states, the DRA fosters partnerships throughout the region as it works to improve the Delta economy. DRA funds can be used to leverage other federal and state programs. Under federal law, at least 75 percent of DRA funds must be invested in economically distressed counties and parishes. Southern Black Belt
The Black Belt in the American South refers to the social history, especially concerning slavery and black workers, of the geological region known as the Black Belt. The geology emphasizes the highly fertile black soil. Historically, the black belt economy was based on cotton plantations – along with some tobacco plantation areas along the Virginia-North Carolina border. The valuable land was largely controlled by rich whites, and worked by very poor, primarily black slaves who in many counties constituted a majority of the population. Jennifer Clyburn Reed
Jennifer Clyburn Reed is an American businesswoman and retired schoolteacher. She is the federal co-chair of the Southeast Crescent Regional Commission. Reed is a co-owner of the 49 Magnolia investment property company and chief executive officer of the Palmetto Issues Conference. She was a schoolteacher for 28 years and served as director of the center for the education and equity of African American students at the University of South Carolina. Tuskegee University
Tuskegee University (Tuskegee or TU), formerly known as the Tuskegee Institute, is a private, historically black land-grant university in Tuskegee, Alabama.
