Sarah Stuart-Black
Sarah Ann "Norm" Stuart-Black (née Norman; born 1972) is a New Zealand official, prominent in the fields of emergency management and humanitarian relief. On 7 December 2020, Stuart-Black took up the role of Secretary General of the New Zealand Red Cross. Biography Stuart-Black originally trained as a nurse, completing her qualification in 1993. She then worked in New Zealand and England as a nurse. In 1997 she returned to university and completed a bachelor's degree and a master's degree in disaster management. She was a member of the United Nations Disaster Assessment and Coordination Team for nine years and has worked in Ethiopia, Niue and the Solomon Islands. Stuart-Black joined the New Zealand National Emergency Management Agency Te Rākau Whakamarumaru in 2003, and in December 2014 she was appointed director of Civil Defence and Emergency Management. Emergency management or disaster management is the managerial function charged with creating the framework within which communities reduce vulnerability to hazards and cope with disasters. Emergency management, despite its name, does not actually focus on the management of emergencies, which can be understood as minor events with limited impacts and are managed through the day to day functions of a community. Instead, emergency management focuses on the management of disasters, which are events that produce more impacts than a community can handle on its own.
