Special Session
In a legislature, a special session (also extraordinary session) is a period when the body convenes outside of the normal legislative session. This most frequently occurs in order to complete unfinished tasks for the year (often delayed by conflict between political parties), such as outlining the government's budget for the next fiscal year, biennium, or other period. Special sessions may also be called during an economic downturn in order to cut the budget. In other cases, a special session may be convened to address special topics, or emergencies such as war or natural disaster. Who calls a special session varies – by vote of the legislature during regular session, by the executive, or by the legislature's speaker or presiding officer. A legislature (, ) is a deliberative assembly with the legal authority to make laws for a political entity such as a country, nation or city on behalf of the people therein. They are often contrasted with the executive and judicial powers of government. Adjournment ''sine die'' (from Latin 'without a date') is the conclusion of a meeting by a deliberative assembly, such as a legislature or organizational board, without setting a date to reconvene. The assembly can reconvene, either in its present form or a reconstituted form, if preexisting laws and rules provide for this. Otherwise the adjournment effectively dissolves the assembly. A court may also adjourn a matter ''sine die'', which means that the matter is stayed until further notice. In a ''sine die'' adjournment of this type, the hearing stands open indefinitely, and could theoretically be resumed if the situation changed.
