Spanish Ombudsman
The Spanish Ombudsman or Defender of the People ''( Spanish: Defensor del Pueblo)'' is the ombudsman of the Cortes Generales responsible for defending the fundamental rights and public liberties of citizens by supervising the activity of public administrations. The ombudsman is created by the Constitution and regulated by an Organic Law of 1981. The ombudsman and the two deputy ombudsmans are nominated by both the Congress of Deputies and Senate through a joint committee that chooses the candidates and proposes them to the Chambers. The candidates must be approved by three-fifths of both Chambers. If these qualified majorities are not reached, a new joint committee must to be formed to choose another candidate or to maintain the previous one but the second must get in a second voting three fifths of the Congress and an absolute majority of the Senate. Álvaro Gil-Robles y Gil-Delgado (born 9 September 1944 in Lisbon, Portugal) is a Spanish jurist and human rights activist. He was the 2nd Spanish Ombudsman between 1988 and 1993 and also served as Acting Ombudsman between December 1987 and March 1988. Joaquín Ruiz-Giménez
Joaquín Ruiz-Giménez Cortés ( Hoyo de Manzanares, Madrid, 2 August 1913 - Madrid, 27 August 2009) was a Spanish politician and jurist. He was minister of Education under Franco (1951-1955) but he drifted apart from the Francoist State since 1956 and, adopting a Christian Democrat position, steadily started to promote a quiet transition to democracy, especially through ''Cuadernos para el Diálogo'' magazine. He was considered one of the most relevant figures of the moderate inner opposition to Francoism. Failing to play a relevant role during the 1977 democratic elections, he was later elected as the first Spanish Ombudsman. The General Council of the Judiciary (, CGPJ) is the national council of the judiciary of Spain. It is the constitutional body that governs all the Judiciary of Spain, such as courts, and judges, as it is established by the Spanish Constitution of 1978, article 122 and developed by the Organic Law 6/1985 of the Judicial Power (LOPJ). The President of the CGJP is also the president of the Supreme Court.
