	Senkpa-Mbaéré Senkpa-Mbaéré is a sub-prefecture in the Central African Republic. It extends south of the town of Carnot, and takes its name from the Mbaéré river, a tributary of the Lobaye. 	Carnot, Central African Republic Carnot is a city located in the south west of the Central African Republic (CAR), in the prefecture of Mambéré. It has a population of 54,551 (2012 census), making it the fourth largest city in CAR by population. The city takes its name as a tribute to the assassinated French President Sadi Carnot. The city is situated on the eastern bank of the Mambéré river, and is served by Carnot Airport. Yams, cassava, and cotton are cultivated, and cattle are reared in the area. The region lacks a functioning health service and is affected by an extremely high mortality rate and a high disease burden of malaria, HIV and tuberculosis. 	Lobaye River The Lobaye River (or Lobay, ) is a river of the Central African Republic, a right tributary of the Ubangi River. Course The Lobaye River forms in the west of the country, in the prefecture of Nana-Mambéré and flows in a generally southeast direction through Mambéré-Kadéï and Lobaye to its junction with the Ubangi. The Lobaye drains part of the Carnot sandstone plateau. There is potential for hydroelectric development, particularly in the section between the mouth of the Mbaéré and the Loko-Safa falls. The Lobaye is long, with an average slope of . It rises near Bouar at an elevation of about , and its upper course is called the Bali River as far as Baoro.
