Revolutionary Infrastructure
The Revolutionary Infrastructure (Vietnamese language, Vietnamese Hạ tầng cơ sở cách mạng), was designed by the Communist Party of Vietnam in the 1940s. Description Revolutionary Infrastructure was the official title used by the Communist Party for their covert administrative system. During the First Indochina War the French labeled it ''l’infrastructure Clandestine Việt Minh'' whereas the Americans referred to it as the Việt Cộng Infrastructure (VCI) during the Vietnam War. The Communist Party defined the Revolutionary Infrastructure as generally comprising three elements: “Communist Party cells,” which were then linked together by more advanced so-called “couriers” using a high number of corridor routes, and “guards.” When available, these guards could be mass sympathizers (such as in a village setting) or specific teams. The Communist Party of Vietnam (CPV), also known as the Vietnamese Communist Party (VCP), is the founding and sole legal party of the Socialist Republic of Vietnam. Founded in 1930 by Hồ Chí Minh, the CPV became the ruling party of North Vietnam in 1954 and then all of Vietnam after the collapse of the South Vietnamese government following the Fall of Saigon in 1975. Although it nominally exists alongside the Vietnamese Fatherland Front, it maintains a unitary government and has centralized control over the state, military, and media. The supremacy of the CPV is guaranteed by Article 4 of the national constitution. The Vietnamese public generally refer to the CPV as simply "the Party" () or "our Party" (). The CPV is organized on the basis of democratic centralism, a principle conceived by Russian Marxist revolutionary Vladimir Lenin. First Indochina War
The First Indochina War (generally known as the Indochina War in France, and as the Anti-French Resistance War in Vietnam) began in French Indochina from 19 December 1946 to 20 July 1954 between France and Việt Minh (Democratic Republic of Vietnam), and their respective allies. Việt Minh was led by Võ Nguyên Giáp and Hồ Chí Minh. Most of the fighting took place in Tonkin in Northern Vietnam, although the conflict engulfed the entire country and also extended into the neighboring French Indochina protectorates of Laos and Cambodia. At the Potsdam Conference in July 1945, the Combined Chiefs of Staff decided that Indochina south of latitude 16° north was to be included in the Southeast Asia Command under British Admiral Mountbatten. The Japanese forces located south of that line surrendered to him and those to the north surrendered to Generalissimo Chiang Kai-shek. In September 1945, Chinese forces entered Tonkin, and a small British task force landed at city of ...
