The Recovery Accountability and Transparency Board was an agency of the United States federal government, which managed the Recovery.gov website and oversaw spending under the American Recovery and Reinvestment Act of 2009. Phyllis Fong is an American attorney serving as the inspector general of the United States Department of Agriculture. Fong was nominated to the position in 2002 by President George W. Bush. Early life and education Fong was born in Philadelphia and raised in Honolulu.
