The Leader of the Government in the Legislative Council, known before 1 July 1966 as Representative of the Government in the Legislative Council, is an office held in New South Wales by the most senior minister in the New South Wales Legislative Council, elected to lead the governing party (or parties) in the council. Though the leader in the Council does not have the power of the office of Premier, there are some parallels between the latter's status in the Legislative Assembly and the former's in the Council. This means that the leader has responsibility for all policy areas, acts as the government's principal spokesperson in the upper house and has priority in gaining recognition from the President of the Council to speak in debate. Traditionally, but not always, the office has been held with the sinecure office of Vice-President of the Executive Council. Penelope Gail Sharpe (born 22 October 1970) is an Australian politician. She has served as a member of the New South Wales Legislative Council since 2005, representing the Labor Party. Since March 2023, Sharpe is the Leader of the Government in the Legislative Council and the Vice-President of the Executive Council since Labor's election victory in March 2023, having previously served as leader of the opposition in the Legislative Council between 2021 and 2023. In the Labor Party leadership contest in November 2018, Sharpe was elected Deputy Leader under Michael Daley. After Daley's resignation in the aftermath of the March 2019 state election, Sharpe became interim Leader, serving until the June leadership election, which she did not contest. He has been a Labor member of the New South Wales Legislative Council since October 2016 and has been Special Minister of State and Minister for Roads, the Arts, Music, the Night-time Economy, Jobs and Tourism since 2023. William Mayne (Australian Politician)
William Colburn Mayne (22 July 1808 – 31 August 1902) was an Irish-born Australian politician. He was born in Dublin to Captain John Mayne and Theodosia Colburn. He joined the 5th Regiment of Foot in 1825 as an ensign, and was promoted lieutenant the following year. He married Mary Ellen Turner in 1831; they had eleven children. In 1833 he was promoted captain, and he retired in 1838. He migrated to New South Wales in 1839 and spent time on various pastoral properties before becoming Commissioner of Crown Lands for the Wellington district in 1846. From 1852 to 1856 he was Inspector-General of Police, during which time he was also a member of the New South Wales Legislative Council.
