René L. De Rouen
René Louis De Rouen (January 7, 1874 – March 27, 1942) was a U.S. Representative from Louisiana. Born on a farm near Ville Platte, then in St. Landry Parish (since the seat of government of Evangeline Parish), De Rouen attended private and public schools, and St. Charles College in Grand Coteau, Louisiana. He graduated in 1892 from Holy Cross College in New Orleans. De Rouen engaged in mercantile pursuits, banking, and farming. He served as delegate to the Louisiana constitutional convention in 1921. De Rouen was elected as a Democrat to the Seventieth Congress to fill the vacancy caused by the death of Ladislas Lazaro. He was reelected to the Seventy-first and to the five succeeding Congresses and served from August 23, 1927, to January 3, 1941. He did not seek renomination in 1940. Ladislas Lazaro (June 5, 1872 – March 30, 1927) was an American politician who served as a Democratic U.S. Representative from from 1913 to 1927. Biography Born near Ville Platte, Evangeline (then part of St. Landry) Parish, Louisiana, Lazaro was the son of Marie Denise Ortego, a daughter of one of Ville Platte’s founding Hispanic families, and Alexandre Lazaro Biladinoviz, a Romani immigrant from the town of Risan (in what is now Montenegro), who came to America aboard a ship from Russia as a stowaway. Lazaro attended public and private schools and Holy Cross College, New Orleans, Louisiana. He graduated from Louisville (Kentucky) Medical College in 1894 and practiced his profession in Washington, Louisiana, until 1913. He became interested in agricultural pursuits. Vance Gabriel Plauché (August 25, 1897 – April 2, 1976) was an American attorney and politician from Louisiana. A Democrat, he served for a single term in the 77th Congress, from 1941 to 1943. Early life Plauché was born in Plaucheville, Louisiana on August 25, 1897. He attended private and public schools in Avoyelles Parish and, in 1914, received a Bachelor of Science degree from New Orleans's St. Francis Xavier Commercial College, where he received awards for excellence in typing and final examinations. Ville Platte is the largest city in, and the parish seat of, Evangeline Parish, Louisiana, United States. The population was 6,303 at the 2020 census, down from 8,145 in 2000. The city's name is of French origin, roughly translating to "flat town", in reference to its relatively flat topography in contrast to the more hilly terrain north of the area. Samuel Houston Jones (July 15, 1897 – February 8, 1978) was an American lawyer and 46th Governor of Louisiana for the term from 1940 to 1944. He defeated the renowned Earl Kemp Long in the 1940 Democratic runoff primary election. Eight years later, Long then in a reversal of 1940 defeated Jones in the 1948 party primary.
