Quorum
A quorum is the minimum number of members of a group necessary to constitute the group at a meeting. In a deliberative assembly (a body that uses parliamentary procedure, such as a legislature), a quorum is necessary to conduct the business of that group. In contrast, a plenum is a meeting of the full (or rarely nearly full) body. A body, or a meeting or vote of it, is quorate if a quorum is present (or casts valid votes). The term ''quorum'' is from a Middle English wording of the commission formerly issued to justices of the peace, derived from Latin ''quorum'', "of whom", genitive plural of ''qui'', " who". As a result, ''quora'' as plural of ''quorum'' is not a grammatically well-formed Latin-language construction. In modern times a quorum might be defined as the minimum number of voters needed for a valid election. A plenary session or plenum is a session of a conference or deliberative assembly in which all parties or members are present. Such a session may include a broad range of content, from keynotes to panel discussions, and is not necessarily related to a specific style of presentation or deliberation. Ratification is a principal's legal confirmation of an act of its agent. In international law, ratification is the process by which a state declares its consent to be bound to a treaty. In the case of bilateral treaties, ratification is usually accomplished by exchanging the requisite instruments, and in the case of multilateral treaties, the usual procedure is for the depositary to collect the ratifications of all states, keeping all parties informed of the situation. In parliamentary procedure, a recess refers to a short intermission in a meeting of a deliberative assembly. The members may leave the meeting room, but are expected to remain nearby. A recess may be simply to allow a break (e.g. for lunch) or it may be related to the meeting (e.g. to allow time for vote-counting). Sometimes the line between a recess and an adjournment can be fine. A break for lunch can be more in the nature of a recess or an adjournment depending on the time and the extent of dispersion of the members required for them to be served.
