The Puerto Rico Industrial Development Company (PRIDCO) — es, Compañía de Fomento Industrial de Puerto Rico (or simply ''Fomento'')— is a government-owned corporation of Puerto Rico authorized and empowered to induce private capital into Puerto Rico in order to establish trade, cooperatives, and industrial operations in Puerto Rico. As its primary function, PRIDCO is known for providing incentives to both native and foreign companies that either manufacture in Puerto Rico or export from Puerto Rico. The executive branch of the government of Puerto Rico is responsible for executing the laws of Puerto Rico, as well as causing them to be executed. The Puerto Rico Oversight, Management, and Economic Stability Act (PROMESA) is a U.S. federal law enacted in 2016 that established a financial oversight board, a process for restructuring debt, and expedited procedures for approving critical infrastructure projects in order to combat the Puerto Rican government-debt crisis. Through PROMESA, the US Congress established an appointed Fiscal Control Board (FCB), known colloquially in Puerto Rico as "la junta," to oversee the debt restructuring. With this protection the then-governor of Puerto Rico, Alejandro García Padilla, suspended payments due on July 1, 2016. Cover-over Subsidies
Cover-over subsidies are annual payments from the U.S. government to the U.S. Virgin Islands and Puerto Rico out of federal excise taxes. For example, when a bottle of rum is produced in either the Virgin Islands or Puerto Rico, and then sold in the United States, the federal excise tax on that bottle is returned to its place of production. Cover-over subsidies for U.S. island territories began in 1917. In 2008, the taxes generated about $371 million for Puerto Rico and $100 million for the Virgin Islands. In April 2009, Puerto Rico's congressional representative, Pedro Pierluisi, introduced a bill prohibiting territories from using more than 10 percent of their cover-over receipts for industry specific subsidies. William Riefkohl
William Riefkohl López (born October 8, 1939) was the executive director of the Puerto Rico Manufacturers Association 2002–2013. Early life William Riefkohl was born in Rio Piedras, Puerto Rico, to William Riefkohl Villodas from Patillas and Monsita López Ramírez from Canóvanas. He earned three degrees form the University of Puerto Rico, Rio Piedras Campus: Bachelors in Arts, Masters in Public Administration and a Juris Doctor. In 1963 he joined the Alfa Activo chapter of Phi Sigma Alpha fraternity, and was later its Chancellor. Career Riefkohl worked at the Puerto Rico Economic Development Administration (Fomento) first as Industrial Promotions Officer (1968 to 1970) and later as legal aide (1970 to 1972). He was subsequently named Executive Assistant to the Administrator, and Director of the Office of European Promotions from 1974 to 1977.
