On the first tier, Vietnam is divided into fifty-eight provinces (tỉnh) and five municipalities under the command of the central government ( vi, thành phố trực thuộc trung ương). Municipalities are the highest-ranked cities in Vietnam. ISO 3166-2:VN Municipalities are centrally-controlled cities and have special status equal to the provinces. The provinces are divided into provincial cities, towns, and rural districts as the second-tier units. At the third tier, provincial city or town is divided into ward and commune, while rural district is divided into townships (thị trấn) and communes. Bắc Kạn
Bắc Kạn () is the capital of Bắc Kạn Province, Vietnam. The province's only city, it is bordered by Bạch Thông District to the north, north-east and west and Chợ Mới District to the south-east and south-west. Bắc Kạn is 160 kilometers away from Ha Noi. As of 2019 it had a population of 45,036 people. The town traces its origins to a fort established in 1880 and upgraded to city on 11 March 2015. Northeast (Vietnam)
Đông Bắc (literally "Northeast" from ) is the region to the north of the Red River Delta in Vietnam, bordering China. It is called ''Northeast'' to distinguish it from the Tây Bắc () or "Northwest", but it is actually in the north and northeast of Hanoi, wider than Việt Bắc () or "Northern Vietnam". The Northeast is one of three sub-regions of Northern Vietnam (the other two sub-regions are the Northwest and the Red River Delta). Sometimes the Northeast includes the Red River Delta. Bắc Giang
Bắc Giang () is a city in Vietnam. It is the capital of Bắc Giang Province. Its name, deriving from that of the Province Sino-Vietnamese, means "north of the river." The location is very convenient for transportation: it is 50 km north of Hanoi, in the middle position on major transportation routes (roads, international railway) connecting Hanoi with the Lạng Sơn City and Đồng Đăng international border gate; Bắc Giang is located in an important transportation hub. The Thương River runs through the town's southern part heading for Haiphong. Although the name of Bắc Giang (北江 "North River") Province is very old, established in its first form in 1466, there was historically no town of that name. Human Development Index
The Human Development Index (HDI) is a statistic composite index of life expectancy, education (mean years of schooling completed and expected years of schooling upon entering the education system), and per capita income indicators, which is used to rank countries into four tiers of human development. A country scores a higher level of HDI when the lifespan is higher, the education level is higher, and the gross national income GNI (PPP) per capita is higher. It was developed by Pakistani economist Mahbub ul Haq and was further used to measure a country's development by the United Nations Development Programme ( UNDP)'s Human Development Report Office. Red River Delta
The Red River Delta or Hong River Delta ( vi, Châu thổ sông Hồng) is the flat low-lying plain formed by the Red River and its distributaries merging with the Thái Bình River in northern Vietnam. ''Hồng'' (紅) is a Sino-Vietnamese word for "red" or "crimson." The delta has the smallest area but highest population and population density of all regions. The region, measuring some is well protected by a network of dikes. It is an agriculturally rich and densely populated area. Most of the land is devoted to rice cultivation. Eight provinces together with two municipalities, the capital Hanoi, and the port Haiphong form the delta. It has a population of almost 23 million in 2019. Vinh
Vinh () is the biggest city and economic and cultural center of north-central Vietnam. Vinh is the capital of Nghệ An Province, and is a key point in the East–West economic corridor linking Myanmar, Thailand, Laos and Vietnam. The city is situated in the south-east of the province, alongside the Lam River (Song Lam) and is located on the main north–south transportation route of Vietnam, easily accessible by highway, railroad, boat and air.
