Pierre Tirard
Pierre Emmanuel Tirard (; 27 September 1827 – 4 November 1893) was a French politician. Biography He was born to French parents in Geneva, Switzerland. After studying in his native town, Tirard became a civil engineer. After five years of government service he resigned to become a jewel merchant. His determined opposition to the empire, culminating in 1869 in a campaign in favour of the radical candidate opposed to Ollivier, was rewarded by his election as mayor of the 11th arrondissement of Paris and as deputy for the Seine. Nominated a member of the Commune, he protested against the tyranny of the central committee, and escaped from Paris to resume his place among the extreme Left in the National Assembly at Versailles. In 1876 he was returned for the 1st ''arrondissement'' of Paris to the Chamber of Deputies, and was re-elected next year. The prime minister of France (french: link=no, Premier ministre français), officially the prime minister of the French Republic, is the head of government of the French Republic and the leader of the Council of Ministers. The prime minister is the holder of the second-highest office in France, after the president of France. Émile Flourens
Émile Flourens (27 April 1841, in Paris – 7 January 1920) was a French politician, who was Minister of Foreign Affairs during the Third Republic. He was son of the biologist Jean Pierre Flourens, and the younger brother of Gustave Flourens, a general of the Paris Commune. Biography He was auditor of the Imperial Council from 1863 to 1868, and in 1879 was appointed head of a department in the Ministry of Education, in which capacity he took part in all anti-clerical ordinances. In March 1885, he became president of the departments of Legislation, Justice, and Foreign Affairs in the Government Council, and president of the Deliberative Commission on French protectorates in the Ministry of Foreign Affairs. Admiral Constant Louis Jean Benjamin Jaurès (3 February 1823 – 13 March 1889) was a French Navy officer and politician. Born in Albi, Tarn, he was a senator for life and active in Japan during the 1863 Shimonoseki campaign and the Boshin War. Ernest Constans
Jean Antoine Ernest Constans (3 May 1833 – 7 April 1913) was a French politician and colonial administrator. Biography Born in Béziers, Hérault, he began his career as professor of law. In 1876 he was elected deputy for Toulouse to the French Third Republic's Chamber, and sat in the Left Centre as one of the 363 of 16 May 1877. Re-elected in October 1877, he joined Louis de Freycinet as Minister of the Interior in May 1880, holding this portfolio until 14 November 1881. In 1887–1888, he was the first Governor-General of French Indochina. On 22 February 1889 he assumed the same office in Pierre Tirard's cabinet. He became prominent as a stalwart opponent of the Boulangist party, constituting the Senate as a high court of justice, and taking police measures against the ''Ligue des patriotes''. Eugène Spuller
Eugène Spuller (8 December 183523 July 1896) was a French politician and writer. He was born at Seurre (Côte-d'Or), his father being a German who had married and settled in France. After studying law at Dijon, he went to Paris, where he was called to the bar, and became close to Léon Gambetta, collaborating with him in 1868 in the foundation of the ''Revue politique''. He had helped Emile Ollivier in his electoral campaign in Paris in 1863, but when in 1869 Ollivier was preparing to "rally" to the empire, Spuller supported the republican candidate. During the siege of Paris he escaped from the city with Gambetta, becoming his energetic lieutenant in the provinces. After the peace he edited his chief's Parisian organ, the ''République française'', until in 1876 he entered the Chamber of Deputies for the department of the Seine. Jules François Émile Krantz (29 December 1821 in Givet – 25 February 1914 near Toulon) was a French naval officer and politician. In Vietnamese royal records, he was referred as ''Ca Răng'' (哥𪘵). Life He left the École navale in 1837, initially serving off the west African coast and then in the Mediterranean and Brazil. He was professor of navigation on board the ''Borda'' (1852). He commanded the ''Ténare'' during the Crimean War, taking part in the attacks on Sebastopol and the Kinbourn peninsula. Émile François Loubet (; 30 December 183820 December 1929) was the 45th Prime Minister of France from February to December 1892 and later President of France from 1899 to 1906. Trained in law, he became mayor of Montélimar, where he was noted as a forceful orator. He was elected to the Chamber of Deputies in 1876 and the Senate in 1885. He was appointed as a Republican minister under Carnot and Ribot. He was briefly Prime Minister of France in 1892.
