Project Safe Neighborhoods
Project Safe Neighborhoods (PSN) is a national initiative by the United States Department of Justice with the help of the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) to reduce gun violence in the United States. The project's aim is to improve neighborhood safety and decrease gun violence in American communities. Project Safe Neighborhoods was established in 2001 through support from President George W. Bush. The program expands upon strategies used in Boston's Operation Ceasefire, and in Richmond, Virginia's Project Exile. PSN initiatives typically involve United States Attorneys working with local law enforcement to implement programs such as Gang Crime Investigation and Suppression, Prevention and Education, Gang Resistance Education and Training (G.R.E.A.T.), and Data Sharing and Gathering. The Bureau of Alcohol, Tobacco, Firearms and Explosives (BATFE), commonly referred to as ATF, is a domestic law enforcement agency within the United States Department of Justice. Its responsibilities include the investigation and prevention of federal offenses involving the unlawful use, manufacture, and possession of firearms and explosives; acts of arson and bombings; and illegal trafficking and tax evasion of alcohol and tobacco products. ATF also regulates via licensing the sale, possession, and transportation of firearms, ammunition, and explosives in interstate commerce. Gun Violence In The United States
Gun violence is a term of political, economic and sociological interest referring to the tens of thousands of annual firearms-related deaths and injuries occurring in the United States. In 2016, a U.S. male aged 15–24 was 70 times more likely to be killed with a gun than a French male or British male. In 2022, up to 100 daily fatalities and hundreds of daily injuries were attributable to gun violence in the United States. In 2018, the most recent year for which data are available, the Centers for Disease Control and Prevention's (CDC) National Center for Health Statistics reported 38,390 deaths by firearm, of which 24,432 were suicides. The national rate of firearm deaths rose from 10.3 people for every 100,000 in 1999 to 11.9 people per 100,000 in 2018, equating to over 109 daily deaths (or about 14,542 annual homicides). Operation Ceasefire (also known as the Boston Gun Project and the Boston Miracle) is a problem-oriented policing initiative implemented in 1996 in Boston, Massachusetts. The program was specifically aimed at youth Gun violence in the United States, gun violence as a large-scale problem. The plan is based on the work of criminologist David M. Project Exile
Project Exile is a federal program started in Richmond, Virginia, in 1997. Project Exile shifted the prosecution of illegal technical gun possession offenses to federal court, where they carried a mandatory minimum sentence of five years in federal prison under the federal Gun Control Act of 1968, rather than in state court. Note that federal law ( 18 U.S. Code § 922(g) & 924) provides for a penalty of ten years in federal prison for being a "prohibited person", i.e., a convicted felon in possession of a firearm, as well as for falsifying information in order to obtain one, or furnishing a gun to a convicted felon. The program has since been copied by several other cities, sometimes under other names. In Atlanta, for example, the program was known as FACE 5 (Firearms in Atlanta Can Equal 5 years in federal prison).
