Paul Volcker Committee
The Paul Volcker Committee (Independent Inquiry Committee) was formed to investigate alleged corruption and fraud in the United Nations Oil-for-Food Programme in Iraq. The committee was appointed by Secretary-General of the United Nations, UN Secretary-General Kofi Annan in April 2004, following calls for a United Nations Security Council, Security Council inquiry, which was approved in United Nations Security Council Resolution 1538, Resolution 1538. The three-member inquiry was chaired by former Federal Reserve chairman and United Nations Association of the United States of America director Paul Volcker. The other members of the inquiry were South African Justice Richard Goldstone and Swiss people, Swiss Professor of Criminal Law Mark Pieth. Paul Volcker
Paul Adolph Volcker Jr. (September 5, 1927 – December 8, 2019) was an American economist who served as the 12th chair of the Federal Reserve, chairman of the Federal Reserve from 1979 to 1987. During his tenure as chairman, Volcker was widely credited with having ended the high levels of inflation seen in the United States throughout the 1970s and early 1980s, with measures known as the ''Volcker shock''. He previously served as the List of presidents of the Federal Reserve Bank of New York, president of the Federal Reserve Bank of New York from 1975 to 1979. President Jimmy Carter nominated him to succeed G. William Miller as Fed chairman and President Ronald Reagan renominated him once. Volcker did not seek a third term at the Fed and was succeeded by Alan Greenspan. Oil-for-Food Program Hearings
The Oil-for-Food Program Hearings were held by the U.S Senate Permanent Subcommittee on Investigations beginning in 2004 to investigate abuses of the United Nations (UN) Oil-for-Food Programme in which the economically sanctioned country of Iraq was intended to be able to sell limited amounts of oil in exchange for vital food and medicine for its population. In December 2004, the subcommittee's chairman Senator Norm Coleman called for UN Secretary-general Kofi Annan to resign because of the "UN's utter failure to detect or stop Saddam's abuses" of the program and because of related fraud allegations against Annan's son. In May 2005, the subcommittee held the hearings on their investigation of abuses of the program, including oil smuggling, illegal kickbacks and use of surcharges, and Saddam Hussein's use of oil vouchers for the purpose of buying influence abroad. An escrow is a contractual arrangement in which a third party (the stakeholder or escrow agent) receives and disburses money or property for the primary transacting parties, with the disbursement dependent on conditions agreed to by the transacting parties. Richard Goldstone
Richard Joseph Goldstone (born 26 October 1938) is a South African retired judge who served in the Constitutional Court of South Africa from July 1994 to October 2003. He joined the bench as a judge of the Supreme Court of South Africa, first in the Transvaal Provincial Division from 1980 to 1989 and then in the Appellate Division (South Africa), Appellate Division from 1990 to 1994. Before that, he was a commercial lawyer in Johannesburg, where he entered legal practice in 1963 and Senior counsel, took silk in 1976. He is considered to be one of several liberal judges who issued key rulings that undermined apartheid from within the system by tempering the worst effects of the country's racial laws.
