The Olivos Pact () refers to a series of documents signed on 17 November 1993, between the governing President of Argentina, Carlos Menem, and former President and leader of the opposition UCR, Raúl Alfonsín, that formed the basis of the constitutional reform of 1994. These memoranda of understanding were signed in the official presidential residence, the Quinta de Olivos. Context Raúl Alfonsín was the president of Argentina for the Radical Civic Union (UCR) from 1983 to 1989, and resigned during an economic crisis. Carlos Menem, from the Justicialist Party (PJ), was elected in 1989. The Convertibility plan ended the economic crisis and increased his popularity, allowing the PJ to win the 1991 and 1993 midterm elections. The presidential term of office was of six years, with no reelection. Menem sought to change that with an amendment to the Constitution of Argentina. The Puntofijo Pact was a formal arrangement arrived at between representatives of Venezuela's three main political parties in 1958, Acción Democrática (AD), COPEI (Social Christian Party), and Unión Republicana Democrática (URD), for the acceptance of the 1958 presidential elections and the preservation of the new democratic system. The pact was a written guarantee that the signing parties would respect the election results, prevent single-party hegemony, share power, and collaborate to prevent dictatorship. The Puntofijo pact is often credited with launching Venezuela towards democracy, being recognized for creating the most stable period in the republican history of Venezuela. The Federal Pact () was a treaty first signed by the Argentine provinces of Buenos Aires, Entre Ríos and Santa Fe on 4 January 1831, for which a Federal military alliance was created to confront the Unitarian League. Other provinces would later join the treaty. Background After the demise of the Liga Federal, led and inspired by José Gervasio Artigas, the first meeting between the provinces of Santa Fe, Entre Ríos, Corrientes and Buenos Aires, with the purpose of an alliance, took place on July 20, 1830, in Santa Fe. It had the following representatives: Domingo Cullen for Santa Fe, Diego Miranda for Entre Ríos, Pedro Ferré for Corrientes and José María Roxas y Patrón for Buenos Aires.
