Office Of Population Affairs
The Office of Population Affairs (OPA) is part of the Office of Public Health and Science in the United States Department of Health and Human Services (HHS). It is responsible for reproductive health topics, including adolescent pregnancy, family planning, and sterilization, as well as other population issues. Created by an Act of Congress in 1970,Public Law 91-572, 84 Stat. 1504, Dec. 24. 1970 the Office of Population Affairs, under the direction of the Deputy Assistant Secretary of Population Affairs (DASPA), has three component offices responsible for the oversight of program functions: Office of Family Planning, Office of Adolescent Pregnancy Programs, and Office of Research and Evaluation. Title X
The Family Planning Services and Population Research Act of 1970 (enacted as 'Title X'' of Public Health Service Act) is the only federal grant program dedicated to providing individuals with comprehensive family planning and related preventive health services. It was signed into law under by President Richard Nixon on December 24, 1970. Title X is legally designed to prioritize the needs of low-income families or uninsured people (including those who are not eligible for Medicaid) who might not otherwise have access to these health care services.
