History Niobrara was founded in 1856, when a group of men headed by a Dr. Benneville Yeakel Shelly marked their claim to an area on the banks of the Missouri River. There, a fort was built to protect the early settlers from Indian attacks. The settlement took its name from the Niobrara River. The village has been moved twice. It was first moved after a winter flood destroyed parts of the original settlement in 1881. It was moved again after a ruling in 1976 by the US Court of Claims, in the case of ''Barnes v. Gavins Point Dam
Gavins Point Dam is a embankment rolled-earth and chalk-fill dam which spans the Missouri River and impounds Lewis and Clark Lake. The dam joins Cedar County, Nebraska with Yankton County, South Dakota a distance of 811.1 river miles (1,305 km) upstream of St. Louis, Missouri, where the river joins the Mississippi River. It is the most downstream dam on the Missouri River. The dam and hydroelectric power plant were constructed as the Gavins Point Project from 1952 to 1957 by the United States Army Corps of Engineers as part of the Pick-Sloan Plan. The dam is located approximately 4 miles (6.4 km) west or upstream of Yankton, South Dakota. James Tufts
James Tufts (September 19, 1829–August 18, 1884) was a United States politician and acting governor of Montana Territory in 1869. Biography Born in Charlestown, New Hampshire, Tufts graduated from Middlebury College in 1855. He was admitted to the bar in 1857 and was an attorney in Iowa. Career Tufts moved to Niobrara in the Nebraska Territory in 1859, where he became a probate judge and served in the territorial legislature. Tufts moved to the Dakota Territory in 1861 and served as secretary for the legislative council of the Dakota Territory. He was appointed US Commissioner to adjust military claims in the Dakota Territory in 1862. Tufts moved to Idaho Territory in 1863 and served in the Idaho Territorial Legislature. He was the first Speaker of the Idaho Territorial House of Representatives.
