The Organization Department of the Central Committee of the Chinese Communist Party is the human resource management department of the Central Committee of the Chinese Communist Party (CCP) that controls staffing positions within the CCP. The Organization Department is one of the most important organs of the CCP. It forms the institutional heart of the Leninist party system. It controls party personnel assignments throughout the national system, and compiles detailed and confidential reports on future potential leaders of the CCP. The Central Committee of the Chinese Communist Party, officially the Central Committee of the Communist Party of China, is the Central committee, highest organ when the National Congress of the Chinese Communist Party, national congress is not in session and is tasked with carrying out congress resolutions, directing all party work, and representing the Chinese Communist Party (CCP) externally. Thomas Heberer (born 13 November 1947 in Offenbach/Main, Germany) is a German sinologist. He is senior professor of Chinese politics and society at the University of Duisburg-Essen. Education Thomas Heberer studied Social Anthropology (major), Philosophy, Political Science, and Chinese Studies in Frankfurt, Göttingen, Mainz and Heidelberg. In 1977, Heberer completed his Ph.D. at the University of Bremen on the Mass Line concept of the Chinese Communist Party. The same year he went to China, where he worked as an editor of the German section of the Peking Review in Beijing for more than four years (1977–81). During this time, he witnessed China’s early reform and transformation process first-hand. David Leigh Shambaugh (; born January 18, 1953) is an American political scientist, sinologist and policy advisor. He currently serves as the Gaston Sigur Professor of Asian Studies, Political Science, and International Affairs at George Washington University, where he is also the director of the China Policy Program at GW’s Elliott School of International Affairs.
