March 15 Incident
The was a crackdown on socialists and communists by the Japanese government in 1928. Among those who were arrested in the incident was the Marxist economist Kawakami Hajime. Background Although the Japan Communist Party had been outlawed and forced underground immediately after its foundation in 1922, it continued to gather strength and membership in the volatile social and economic climate of the 1920s TaishÅ period. During the February 1928 general election, which was the first held in Japan since the passage of universal male suffrage, the Japan Communist Party was very visible in its support of the legal socialist and labor-oriented political parties. Alarmed by gains that those parties made in the Diet of Japan, the conservative government of Prime Minister Giichi Tanaka, which had retained its majority by only one seat, evoked the provisions of the 1925 Peace Preservation Law and ordered the mass arrest of known communists and suspected communist sympathizers. Mass Arrest
A mass arrest occurs when police apprehend large numbers of suspects at once. This sometimes occurs at protests. Some mass arrests are also used in an effort to combat gang activity. This is sometimes controversial, and lawsuits sometimes result. In police science, it is deemed to be good practice to plan for the identification of those arrested during mass arrests, since it is unlikely that the officers will remember everyone they arrested. Historical examples The Japan Farmers' Union and Japanese labor-farmer groups were hit by mass arrests in the 1920s. On April 16, 1929, several thousand members of the farmers' movement were arrested. Following World War II, mass arrests (over 120,000) of actual and suspected Quislings occurred in Norway. Totalitarian regimes have sometimes conducted mass arrests as a prelude to a purge of perceived political enemies, sometimes through executions. Anti-communism In Japan
Anti-communism is political and ideological opposition to communism. Organized anti-communism developed after the 1917 October Revolution in the Russian Empire, and it reached global dimensions during the Cold War, when the United States and the Soviet Union engaged in an intense rivalry. Anti-communism has been an element of movements which hold many different political positions, including conservatism, fascism, liberalism, nationalism, social democracy, libertarianism, or the anti-Stalinist left.
