A commune (''comună'' in Romanian) is the lowest level of administrative subdivision in Romania. There are 2,686 communes in Romania. The commune is the rural subdivision of a county. Urban areas, such as towns and cities within a county, are given the status of ''city'' or '' municipality''. In principle, a commune can contain any size population, but in practice, when a commune becomes relatively urbanised and exceeds approximately 10,000 residents, it is usually granted city status. Although cities are on the same administrative level as communes, their local governments are structured in a way that gives them more power. Some urban or semi-urban areas of fewer than 10,000 inhabitants have also been given city status. Each commune is administered by a mayor (''primar'' in Romanian). Olt County
Olt County () is a county ( județ) of Romania on the border with Bulgaria, in the historical regions of Oltenia and Muntenia (the regions are separated by the Olt river). The capital city is Slatina. History On 24 August 2017, the Olt County Council decided to hold a name referendum on 15 October 2017 for the proposal to change the county name to "Olt- Romanați". The referendum was eventually held on 6 and 7 October 2018. The vote was nullified, as turnout was 27.19%, below the required threshold of 30%; therefore, the Olt County retains its current name. Muntenia (, also known in English as Greater Wallachia) is a historical region of Romania, part of Wallachia (also, sometimes considered Wallachia proper, as ''Muntenia'', ''Țara Românească'', and the seldom used ''Valahia'' are synonyms in Romanian). It is situated between the Danube (south and east), the Carpathian Mountains (the Transylvanian Alps branch) and Moldavia (both north), and the Olt River to the west. Emanoil Ionescu
Emanoil Ionescu (17 March 1887 – 14 June 1949) was a Romanian General during World War II and commander of the Royal Romanian Air Force's ''Corpul I Aerian''. Biography He was born in 1887 in Tămpeni, now Movileni, Olt County. After attending the Military School for Officers, he graduated with the rank of second lieutenant in 1911. During World War I he served in the 43rd Infantry Regiment. He enrolled as a volunteer at the Aviation School in Botoșani and obtained his pilot's license on July 11, 1918, after which he was assigned to the 4th Aviation Group. In the spring of 1919, when the Hungarian communist army attacked Romania, lieutenant Ionescu asked to be assigned to the 5th Aviation Group in Sibiu, an air subunit made available to General Gheorghe Mărdărescu, commander of the Romanian forces in Transylvania during the Hungarian–Romanian War. Royal Romanian Air Force
The Air Force branch of the Royal Romanian forces in World War II was officially named the (ARR), or the Romanian Royal Aeronautics, though it is more commonly referred to in English histories as the (Royal Romanian Air Force, FARR), or simply ( Romanian Air Force). It provided support to land forces, carrying out reconnaissance and mounting air raids between other missions. Insignia The roundel of the ARR was based on the national cockade of Romania.
