Minor Local Entity
In some communities of Spain, minor local entity () is a territorial entity of scope smaller than municipality defined and regulated by the regional governments. Some examples are ''caseríos, parroquias, aldeas, barrios, anteiglesias, concejos, pedanías, lugares anejos'', decentralised municipal entity () in Catalonia, autonomous local entity () in Andalucía, rural parish () in Asturias. The administration of these entities have various names including an concejo abierto, a single person mayor called ''Alcalde pedáneo'' and a rural council () and councils of Álava. There are almost 4000 minor local entities; most of them (2,226) are to be found in the autonomous community of Castilla y Leon. Parroquia (Spain)
A (, , ) is a population entity or parish found in the autonomous communities of Galicia and Asturias in northwestern Spain. They are entities with a territorial scope lower than municipality and have their own legal personality. They usually, but not always, coincide with the ecclesiastic divisions, as they originated on par with them. In Galicia there are 3,771 ''parroquias'', each comprising between three and fifteen or more villages. They developed over time as de facto entities up until the Galician Statute of Autonomy of 1981 recognized them as territorial entities below the ''concello'' (municipality). In Asturias there are 857 ''parroquias'' integrating the 78 ''concejos'' or ''conceyos'' (municipalities) in the region. Concejo Abierto
The concejo abierto (literally: "open council") is a system of government and administration of some very small Spanish municipalities and sub-municipal territorial units. An example of direct democracy, the system allows for the existence of a mayor and a ''consejo'' () or ''asamblea vecinal'' () formed by all the electors of the municipality. In contrast, the conventional system used by most municipalities is the ayuntamiento, often translated as city, town or municipal council in English, comprised (in its most basic form) of the local councillors who form the plenary (elected in a party-list proportional representation voting), and the Mayor, elected in turn by the councillors among themselves. The ''concejos'' (, ) are a type of sub-municipal administrative unit in the province of Álava, Basque Country (autonomous community), Basque Country, Spain. Within the Spanish legal framework, the general name for such sub-municipal units is minor local entity (formally in also known by their acronym ). The existence of ''concejos'' in Álava is documented since the 13th century. Their current status dates from 1984, when a law providing for elections to the ''concejos'' was passed; and from 1995, when their juridical status was clarified.
