The ten provinces of Zambia are divided into a total of 116 districts as of 2018. Article 109 in part VIII of the constitution of Zambia deals with local government. It states only that there should be some form of local government, and that this local government should be based on democratically elected councils on the basis of universal adult suffrage. Provinces Of Zambia
Zambia is divided into 10 provinces for administrative purposes. Each province is headed by a minister appointed by the President and there are ministries of central government for each province. The administrative head of each province is the Permanent Secretary, appointed by the President. There are Deputy Permanent Secretary, heads of government departments and civil servants at the provincial level. Provinces are further divided into districts and almost all the district headquarters are the same as the district names. Each of the 116 districts in the 10 provinces has a council which is headed by an elected representative, called councilor. Each councilor holds office for five years. Each council is responsible for raising and collecting local taxes and the budgets of the council are audited and submitted every year after the annual budget. Luapula Province
Luapula Province is one of Zambia's ten provinces located in the northern part of the country. Luapula Province is named after the Luapula River and its capital is Mansa. As per the 2010 Zambian census, the Province had a population of 991,927, which accounted for 7.57 per cent of the total Zambian population. The province has an international border along Democratic Republic of the Congo (DR Congo) and domestically extends along the northern and eastern banks of the Luapula river from Lake Bangweulu to Lake Mweru. The province is inhabited by Bemba, who are also the major tribe in the country. Bemba is also the most spoken language in the province. The major economic activity is agriculture and fishing, with sweet potato being the major crop. Mutomboko ceremony is the most important festival celebrated. Mansa, Zambia
Mansa is the capital of the Luapula Province of Zambia, and headquarters of Mansa District. It takes its name from the local Chief Mansa and the small Mansa River which flows west to the Luapula River. During British rule the city was named ''Fort Rosebery''. Situation and character In a province of beautiful rivers, waterfalls, lakes and wetlands, Mansa serves administrative and commercial functions, being situated on a relatively featureless plateau between the Luapula River to the west and Lake Bangweulu to the east. It is connected to the Congo Pedicle road (and eventually the Copperbelt Province) in the south and to Luwingu and Kasama in the north-east by the M3 road. It is also connected to Kawambwa by the M13 road. So, it is well-positioned.
