Maine Question 5, 2016
Maine Question 5, formally An Act to Establish Ranked-Choice Voting, is a citizen-initiated referendum question that qualified for the Maine November 8, 2016 statewide ballot. It was approved by a vote of 52% in favor, 48% opposed. It sought to change how most Maine elections will be conducted from plurality voting to instant-runoff voting (IRV, sometimes conflated with ranked-choice voting). It appeared on the ballot along with elections for President of the United States, Maine's two U.S. House seats, the legislature, five other ballot questions, and various local elections. The referendum was successful, making Maine the first state to use ranked choice voting for its federal elections. An advisory opinion by the Maine Supreme Judicial Court, issued on May 23, 2017, said the court would rule ranked-choice voting unconstitutional if it came before them, with respect to elections for state offices. The secretary of state of Maine is a constitutional officer in the U.S. state of Maine and serves as the head of the Maine Department of State. Majority
A majority is more than half of a total; however, the term is commonly used with other meanings, as explained in the "#Related terms, Related terms" section below. It is a subset of a Set (mathematics), set consisting of more than half of the set's elements. Plurality Voting
Plurality voting refers to electoral systems in which the candidates in an electoral district who poll more than any other (that is, receive a plurality) are elected. Under single-winner plurality voting, and in systems based on single-member districts, plurality voting is called single member istrictplurality (SMP), which is widely known as " first-past-the-post". In SMP/FPTP the leading candidate, whether or not they have a majority of votes, is elected. There are several versions of plurality voting for multi-member district. Maine House Of Representatives
The Maine House of Representatives is the lower house of the Maine Legislature. The House consists of 151 voting members and three nonvoting members. The voting members represent an equal number of districts across the state and are elected via plurality voting. The nonvoting members represent three of Maine's Native American tribes, though two tribes have declined to send representatives. Each voting member of the House represents around 9,000 citizens of the state. Matthew Dunlap (born November 26, 1964) is an American politician from Maine who has served as the Maine state auditor since November, 2022, and previously from January to October, 2021. Eliot Raphael Cutler (born July 29, 1946) is an American former lawyer, political candidate, and sex offender. He was twice an Independent candidate in Maine's 2010 and 2014 gubernatorial races. In 2010, he placed second in a multi-way race, receiving 208,270 votes, equaling 35.9%, narrowly losing to Republican Paul LePage. In 2014 he garnered only 8.4%, placing third behind both the Democratic candidate as well as LePage, who was re-elected with 48.2% of the vote.
