Lega Lombarda – Alleanza Nord (''Lombard League – Northern Alliance'') was an electoral alliance for the 1989 European Parliament election in Italy. Lega Emilia (), whose complete name is (), is a regionalist political party active in Emilia, part of Emilia-Romagna region. Francesco Enrico Speroni (born 4 October 1946, in Busto Arsizio) is an Italian politician. Career Speroni has been flight engineer from 1970 to 1997, remaining on leave since 1989. A member of the Northern League, Speroni has been a Member of the European Parliament from 1989 to 1994, a Senator from 1992 to 1999 and again an MEP from 1999 to 2014. The election was paired with a 1989 Italian advisory referendum, non-binding referendum about the devolution of powers to the European Economic Community, which passed with overwhelming support from voters. Electoral system The pure party-list proportional representation was the traditional electoral system of the Italian Republic since its foundation in 1946, so it had been adopted to elect the Italian representatives to the European Parliament too.
