City With Special Status
A city with special status (), formerly a "city of republican subordinance", is a type of first-level administrative division of Ukraine. Kyiv and Sevastopol are the only two such cities. Their administrative status is recognized in the Ukrainian Constitution in Chapter IX: Territorial Structure of Ukraine and they are governed in accordance with laws passed by Ukraine's parliament, the Verkhovna Rada. Most of Ukraine's 27 first-level administrative divisions are oblasts (regions). An oblast (, ; ), sometimes translated as region or province, is the main type of first-level administrative divisions of Ukraine, administrative division of Ukraine. The country's territory is divided into 24 oblasts, as well as one Autonomous republic of Ukraine, autonomous republic and two City with special status, cities with special status. As Ukraine is a unitary state, oblasts do not have much legal scope of competence other than that which is established in the Constitution of Ukraine, Ukrainian Constitution and devolved by law. Viktor Yanukovych
Viktor Fedorovych Yanukovych (born 9 July 1950) is a Ukrainian politician who served as the fourth president of Ukraine from 2010 to 2014. He also served as the prime minister of Ukraine several times between 2002 and 2007 and was a member of the Verkhovna Rada (parliament) from 2006 to 2010. Oleksandr Pavlovych Popov (; born 22 November 1960) is a Ukrainian politician, businessman, former head of the Kyiv City State Administration. Biography He graduated Tyumen Civil Engineering Institute and Higher School of the KGB in Kyiv. From 1982 to 1984, he served in the Soviet Army. From 1984 to 1986, he worked as a foreman of the Kremenchugrudstroy trust. In 1987 he was a foreman of the repair and construction department of Poltava GOK. Hero City is a Soviet title of honor, honorary title awarded for outstanding heroism during World War II (the Eastern Front (World War II), Eastern Front is known in most countries of the former Soviet Union as the Great Patriotic War (term), Great Patriotic War).
