Juan Luis Rodríguez-Vigil
Juan Luis Rodriguez-Vigil Rubio (born 15 March 1945) is a Spanish Socialist Workers' Party (PSOE) politician. He was President of the Principality of Asturias between 1991 and 1993. Early years He was born in Valdepeñas, Ciudad Real, Spain, but soon moved to Infiesto (Piloña) where he remained until he was 13, at which time he moved to Oviedo. As a teenager, he contracted pneumonia and was bedridden for an extended period at the family home in Teverga where he spent time reading books in his uncle's 19th-century library. Rodriguez-Vigil studied law at the University of Oviedo, and joined the Popular Liberation Front. Career He worked in the Ministry of Industry and the Ministry of Public Works and Transport in Madrid. ''El Petromocho'' was a political scandal that took place in the Principality of Asturias, Spain, in 1993. It led to the resignation of the Asturian President, Juan Luis Rodríguez-Vigil. The scandal occurred at a time when there was a need to attract productive investment to Asturias because of a declining industrial structure. In October 1992, Jean-Maurice Lauze stated he was sent by the Saudi International Bank as a French intermediary to negotiate with the government of Asturias. His proposal was to make an investment of up to 100,000 million pesetas to build an oil refinery near the port of El Musel in Gijón.
