José María Espejo-Saavedra Conesa
José María Espejo-Saavedra Conesa (born 22 July 1976, in Madrid) is a Spanish politician serving as Member of the Congress of Deputies and chair of the Congress' Committee on International Cooperation for Development since 2019. He is a member of the Citizens party. In previous years, Espejo-Saavedra has served as a Member of the Catalan Parliament from 2006 to 2019 and Second Vice President of the Catalan Parliament from 2015 to 2019. Biography He studied Law at the Autonomous University of Madrid and has a master's degree in insolvency administration obtained at the Lawyer Association of Barcelona, he also has some other minors obtained at ESADE. Before becoming a member of parliament he worked as a lawyer of La Caixa, being the head of the legal advice team. He has been a member of the Citizens party ever since its establishment in 2006 and he is now in charge of the legal affairs of the Steering Committee. Congress Of Deputies (Spain)
The Congress of Deputies () is the lower house of the , Spain's legislative branch, the upper house being the Senate. The Congress meets in the Palace of the Parliament () in Madrid. Congress has 350 members elected from fifty-two constituencies (the fifty provinces and two autonomous cities) using closed list D'Hondt proportional representation. Deputies serve four-year terms. The presiding officer and speaker is the President of the Congress of Deputies, who is elected by the members at the first sitting of Congress after an election. The two principal bodies in Congress are parliamentary groups and parliamentary committees (). The Permanent Deputation, in Spain, is a parliamentary body consisting of a reduced number of members of parliament which assume the legislative powers of the Parliament when it is not in session. The members of this body are chosen proportionally to the number of deputies that each political group has. The chair of a permanent deputation is normally the speaker of the Parliament. This body cannot be compared to a Parliamentary Committee due to, although it is true that during the meeting periods it has a mere preparatory duties, when the parliament is not active it assumes the powers of the whole Parliament but not by a delegation of the parliament (as it happens with the committees) but by constitutional mandate.
