Joseph Francis Leeson Jr. (born April 15, 1955) is a United States district judge of the United States District Court for the Eastern District of Pennsylvania. Early life and education Leeson was born April 15, 1955, in Allentown, Pennsylvania and received a Bachelor of Arts degree, cum laude, in 1977 from DeSales University in Center Valley, Pennsylvania. He received a Juris Doctor in 1980 from the Catholic University of America Columbus School of Law. Career Upon graduation from law school, he became a founding partner of the law firm oLeeson, Leeson & Leesonin Bethlehem, Pennsylvania. The firm conducted a general civil practice with an emphasis on litigation. The United States District Court for the Eastern District of Pennsylvania (in case citations, E.D. Pa.) is one of the original 13 federal judiciary districts created by the Judiciary Act of 1789. It originally sat in Independence Hall in Philadelphia as the United States District Court for the District of Pennsylvania, and is now located at the James Byrne Courthouse at 601 Market Street in Philadelphia. There are four Eastern District federal courtrooms in Pennsylvania: Philadelphia, Allentown, Reading, and Easton. In parliamentary procedure, a voice vote (from the Latin ''viva voce'', meaning "by live voice") or acclamation is a voting method in deliberative assemblies (such as legislatures) in which a group vote is taken on a topic or motion by responding vocally. Despite not being the same thing, voice votes and votes by viva voce are often confused because they have the same Latin roots. Voice votes gather the vocal response of the full assembly at once whereas viva voce are often done by roll call and record the response and name of the individual voters. The voice vote is considered the simplest and quickest of voting methods used by deliberative assemblies.
