Jorge Eduardo Franco Jiménez (born 6 December 1943) is a Mexican politician affiliated with the Institutional Revolutionary Party. He served as Senator of the LIX Legislature of the Mexican Congress representing Oaxaca as replacement of Ulises Ruiz Ortiz. He previously served as attorney general of the state of Oaxaca from 1998 to 2004. Oaxaca de Juárez (), or simply Oaxaca (Valley Zapotec: ''Ndua''), is the capital and largest city of the eponymous Mexican state of Oaxaca. It is the municipal seat for the surrounding municipality of Oaxaca, the most populous municipality in Oaxaca and the fourth most densely populated municipality in Oaxaca, only being less densely populated than San Jacinto Amilpas, Santa Lucía del Camino, and Santa Cruz Amilpas. The Institutional Revolutionary Party (, , PRI) is a List of political parties in Mexico, political party in Mexico that was founded in 1929 as the National Revolutionary Party (, PNR), then as the Party of the Mexican Revolution (, PRM) and finally as the PRI beginning in 1946. Oaxaca, officially the Free and Sovereign State of Oaxaca, is one of the 32 states that compose the political divisions of Mexico, Federative Entities of the Mexico, United Mexican States. It is divided into municipalities of Oaxaca, 570 municipalities, of which 418 (almost three quarters) are governed by the system of (customs and traditions) with recognized local forms of self-governance. Ulises Ernesto Ruiz Ortiz (born April 9, 1958) is a Mexican politician and former governor of the State of Oaxaca. He took office in 2004 as a member of the Institutional Revolutionary Party (PRI). Early career In the 1997 mid-term election he was elected to the Chamber of Deputies to represent the sixth district of Oaxaca. Governor of Oaxaca Ruiz Ortiz was accused by some of murder and rigging the 2004 election for the governorship. Therefore, many did not view him as the popularly elected governor of Oaxaca. More controversies occurred during Ruiz's administration. First, the newspaper ''Noticias de Oaxaca'', which holds political views contrary to those of Ruiz, suffered a massive strike organized by the Confederación Revolucionaria de Obreros y Campesinos union, affiliated with Ruiz's PRI.
