A minister without portfolio is a government minister without specific responsibility as head of a government department. The sinecure is particularly common in countries ruled by coalition governments and a cabinet with decision-making authority wherein ministers without portfolio, while they may not head any particular offices or ministries, may still receive a ministerial salary and have the right to cast a vote in Cabinet (government), cabinet decisions. The office may also exist to be given to party leaders whose offices (such as a parliamentary leader) would not otherwise enable them to sit in Cabinet. Adolfo Suárez González, 1st Duke of Suárez (; 25 September 1932 – 23 March 2014) was a Spanish lawyer and politician. Suárez was Spain's first democratically elected Prime Minister of Spain, prime minister since the Second Spanish Republic and a key figure in Spanish transition to democracy, the country's transition to democracy after Francoist Spain, the dictatorship of Francisco Franco. When Spain was still an autocratic regime, he was appointed prime minister by King Juan Carlos in 1976, hoping that his government could bring about democracy. Luis Ortiz González
Luis Ortiz González (Madrid, 1932 – 2 February 2006) was a Spanish politician and former Minister of Public Works in the Governments of Adolfo Suarez. After receiving a degree in law, he became a member of the state body of technical inspectors and later became financial director of the state run Spanish railway company RENFE. In December 1975 he was named Under-Secretary for Commerce and in 1976, Under-Secretary for Public Works, holding that post until 1977 when he resigned in order to seek a nomination for the Spanish Congress of Deputies for the 1977 General Election, the first democratic Spanish election in over 40 years. He withdrew his candidature at the request of Adolfo Suarez, the Prime Minister of Spain, who appointed him Minister for Public Works on 15 April 1977, succeeding Leopoldo Calvo Sotelo. Jesús Sancho Rof (December 16, 1940 in Madrid) is a Spanish politician and university professor who was a minister in the UCD governments during the presidencies of Adolfo Suárez and Leopoldo Calvo-Sotelo. He is also Doctor in Physical Sciences from the Complutense University of Madrid, on which he was Professor of Optics and Structure of Matter. In the last years of the Francoist regime, he was general director of Radio Televisión Española (RTVE), replacing Juan José Rosón. In democracy he was director of the DGPI, an organ of Ministry of the Interior. The Union of the Democratic Centre (, UCD, also translated as "Democratic Centre Union") was an electoral alliance, and later political party, in Spain, existing from 1977 to 1983. It was initially led by Adolfo Suárez (1977-1981) and then by Leopoldo Calvo-Sotelo (1981-1982). It was dissolved in 1983 following ideological splits and member deflections to other parties, such as the Spanish Socialist Workers' Party or the People's Alliance.
