Joan Anna Dalziel Seccombe, Baroness Seccombe, (born 3 May 1930, née Owen) is a British Conservative Party politician. She was created a Dame Commander of the Order of the British Empire (DBE) in the 1984 Birthday Honours, and was created a life peer In the United Kingdom, life peers are appointed members of the peerage whose titles cannot be inherited, in contrast to hereditary peers. In modern times, life peerages, always created at the rank of baron, are created under the Life Peerages ... on 14 February 1991 taking the title Baroness Seccombe, of Kineton in the County of Warwickshire. From 1997 to 2001 she was Opposition Whip. Since 2006 she is the Opposition Spokesperson for Constitutional and Legal Affairs/Justice. The Lords Temporal are secular members of the House of Lords, the upper house of the British Parliament. These can be either life peers or hereditary peers, although the hereditary right to sit in the House of Lords was abolished for all but ninety-two peers during the 1999 reform of the House of Lords. The term is used to differentiate these members from the Lords Spiritual, who sit in the House as a consequence of being bishops in the Church of England. The Most Excellent Order of the British Empire is a British order of chivalry, rewarding contributions to the arts and sciences, work with charitable and welfare organisations, and public service outside the civil service. Kineton
Kineton is a village and civil parish on the River Dene in south-east Warwickshire, England. The village is part of Stratford-on-Avon district, and in the 2001 census it had a population of 2,278, increasing to 2,337 at the 2011 Census.
