Indian Health Service
The Indian Health Service (IHS) is an operating division (OPDIV) within the U.S. Department of Health and Human Services (HHS). IHS is responsible for providing direct medical and public health services to members of federally recognized Native American Tribes including American Indian and Alaska Natives, Alaska Native people. IHS is the principal federal health care provider and health advocate for Native people in the United States. The IHS provides health care in 37 states to approximately 2.2 million out of 3.7 million American Indians and Alaska Natives (AI/AN). As of April 2017, the IHS consisted of 26 hospitals, 59 health centers, and 32 health stations. Indian Preference
Indian Preference, also known as Indian Preference in hiring, refers to employment policies which aim to increase representation of American Indians within certain workplaces, particularly within organizations dedicated to the welfare of American Indians. Not all federal agencies use Indian Preference. Indian Preference is used by US federal agencies such as the Bureau of Indian Affairs and the Indian Health Service. Applicants for Indian Preference must be citizens of federally recognized American Indian tribes, or descendants of those tribes who meet specific criteria. Thomas Parran (surgeon General)
Thomas Parran (September 28, 1892 – February 16, 1968) was an American physician and Public Health Service officer. He was appointed the sixth Surgeon General of the United States from 1936 to 1948, and oversaw the notorious Tuskegee syphilis experiment and Guatemala syphilis experiment. Early life and education Parran was born near St. Leonard, Maryland to Benjamin and Mary (Latimer) Parran on September 28, 1892. He was raised on his family's tobacco farm. The United States Public Health Service (USPHS or PHS) is a collection of agencies of the Department of Health and Human Services which manages public health, containing nine out of the department's twelve operating divisions. The assistant secretary for health oversees the PHS. The Public Health Service Commissioned Corps (PHSCC) is the federal uniformed service of the PHS, and is one of the eight uniformed services of the United States. PHS had its origins in the system of marine hospitals that originated in 1798. Indian termination describes United States policies relating to Native Americans from the mid-1940s to the mid-1960s. It was shaped by a series of laws and practices with the intent of assimilating Native Americans into mainstream American society. Cultural assimilation of Native Americans was not new; the assumption that indigenous people should abandon their traditional lives and become what the government considered "civilized" had been the basis of policy for centuries. There was a new sense of urgency that, with or without consent, tribes must be terminated and begin to live "as Americans." Meriam Report
The Meriam Report (1928) (official title: ''The Problem of Indian Administration'') was commissioned by the Institute for Government Research (IGR, better known later as the Brookings Institution) and funded by the Rockefeller Foundation. The IGR appointed Lewis Meriam to be the technical director of the survey team to compile information and report on the conditions of American Indians across the country. Meriam submitted the 847-page report to the Secretary of the Interior, Hubert Work, on February 21, 1928. The report combined narrative with statistics to criticize the Department of Interior's (DOI) implementation of the Dawes Act and overall conditions on reservations and in Indian boarding schools.
