Universals of the Central Rada (Council) of Ukraine () are legal acts or declarations issued by the Central Rada (Council) of Ukraine in 1917–1918. These documents marked the main stages of the development of the nascent Ukrainian state, from the proclamation of its autonomy to the declaration of full independence. History The yellow-and-blue flag is first verifiably documented in Ukraine on 25 June 1848 when two blue and yellow banners were hung on the Lviv (then named Lemberg and situated in the Austrian Empire) Townhall (Rathaus). It is unknown who hang the banners and the Austrian authorities dissociated themselves from this action, as did the Supreme Ruthenian Council (Ukrainian political organization). The banners hung for almost a week. At the request of the Supreme Ruthenian Council, on 15 May 1849 a yellow-and-blue flag hang again on the Rathaus, this time for one day. Paul Robert Magocsi (; born January 26, 1945) is an American professor of history, political science, and Chair of Ukrainian Studies at the University of Toronto. He has been with the university since 1980 and became a Fellow of the Royal Society of Canada in 1996. He currently acts as Honorary Chairman of the World Congress of Rusyns, and has authored many books on Rusyn history., Born in Englewood, New Jersey, Magocsi (his surname Magocsi is pronounced something like "magótchy", varying in different languages) is of Hungarian and Ruthenian (Rusyn) descent. Declaration Of State Sovereignty Of Ukraine
The Declaration of State Sovereignty of Ukraine (, ) was adopted on July 16, 1990, by the recently elected parliament of Ukrainian SSR by a vote of 355 for and four against. The document decreed that Ukrainian SSR laws took precedence over the laws of the USSR, and declared that the Ukrainian SSR would maintain its own army and its own national bank with the power to introduce its own currency. The declaration also proclaimed that the republic has intent to become "a permanently neutral state that does not participate in military blocs," and that it would not accept, nor produce, nor procure nuclear weapons.
